Material and Technical Readiness of the Integrated Rescue System to Deal with a Selected Emergency

Abstract:

Bakalářská práce se zabývá materiální a technickou připraveností integrovaného záchranného systému na řešení vybrané mimořádné události. Práce se skládá z teoretické a praktické části. Teoretická část bakalářské práce popisuje členění mimořádných událostí, blíže se věnuje popisu požárů velkého rozsahu, což je zvolený druh mimořádné události. Vymezuje integrovaný záchranný systém a popisuje činnost jeho složek, připravenost složek integrovaného záchranného systému definuje materiální a technickou připravenost pro záchranné a likvidační práce u mimořádné události požáru velkého rozsahu. Praktická část bakalářské práce se věnuje popisu materiální a technické připravenosti složek integrovaného záchranného systému pro oblast, kde se vybraná mimořádná událost stala. Dále je na základě statistických dat požárů v okrese Olomouc zpracováno srovnání počtu požáru v jednotlivých obcí s rozšířenou působností a přehled nejničivějších požárů. Pro bakalářkou práci je jako příklad vybraná událost požár skladovacích hal textilu, jedná se o největší požár v okresu Olomouc za posledních pět let. Z popisu záchranných a likvidačních prací je zhodnocena materiální a technická připravenost složek IZS. Poslední část je věnována navrhovaným opatřením ke zlepšení materiální a technické připravenosti složek IZS na rozsáhlý požár.

Abstract:

The bachelor's thesis deals with the material and technical readiness of the integrated rescue system to deal with a selected emergency incident. The work consists of theoretical and practical part. The theoretical part of the bachelor's thesis describes the classification of emergencies and describes large-scale fires in detail, which is the chosen type of emergency. This part defines integrated emergency system, describes readiness of its components, defines materiál and technical readiness for rescue and liquidaton works at the large-scale fire emergency incident. The practical part of the bachelor's thesis deals with the description of the material and technical readiness of the integrated rescue system components for the area where the extraordinary event occurred. Furthermore, on the basis of statistical data of fires in the Olomouc district, a comparison of the number of fires in individual municipalities with extended powers and an overview of the most devastating fires. For the bachelor's thesis, as an example, the selected event is a fire in textile storage halls, this is the largest fire in the Olomouc district in the last five years. The material and technical readiness of the IRS units is evaluated from the description of rescue and liquidation works. The last part is devoted to the proposed measures to improve the material and technical readiness of IRS units for a large-scale fire.
