EU energy policy concerning natural gas, interests of the Czech government and the possibilities of their enforcement

Abstract:

Předkládaná práce se zabývá energetickou politikou EU v oblasti zemního plynu, zájmy české vlády v dané oblasti a možnostmi jejich prosazení na mezivládní rovině vyjednává v EU. Cílem práce je ověření / vyvrácení následujících předpokladů. Prvním předpokladem je tvrzení, že současná energetické politiky EU v oblasti zemního plynu neodpovídá zájmům Vlády ČR v dané oblasti. Druhý předpoklad je založen na tvrzení, že Vláda ČR může v rámci intergovernmentální roviny jednání EU efektivně prosadit své zájmy v dané oblasti energetické politiky EU pouze v případě spolupráce s dalšími státy. Těmto cílům odpovídá i struktura práce. První část se zabývá konceptem energetické bezpečnosti a současnou energetickou politikou EU (Kapitoly 2 a 3). Navazující část je věnována analýze zájmů české vlády v oblasti energetické politiky věnované zemnímu plynu (Kapitola 4) a porovnání souladu těchto zájmů s energetickou politikou EU (Kapitola 5). Konečně třetí část práce je věnována možnostem Vlády ČR prosadit své zájmy na mezivládní rovině jednání v EU (Kapitola 6). Kapitola 7 obsahuje shrnutí a závěr.

Abstract:

This diploma thesis deals with the energy policy of the EU concerning natural gas; interests of the Czech government in this area and possibilities of enforcement these interests at the intergovernmental level of the EU negotiations. Main aim is to verify / falsify following assumptions. The first assumption is the claim that the current energy policy of the EU devoted to natural gas does not correspond to the interests of the Czech government in this area. The second assumption is based on the presumption that the Czech government can represent its interest at intergovernmental level of the EU negotiations effectively only if it cooperates with a broad coalition of other member states. To meet these objectives, the structure of the thesis is following. The first part deals with the concept of energy security and the current EU energy policy (Chapters 2 and 3). The next section is devoted to the interests of the Czech government's energy policy concerning natural gas (Chapter 4) and comparison of these interests with the current EU energy policy (Chapter 5). Finally, the third part is devoted to possibilities of the Czech government to promote its interests at the level of intergovernmental of the EU negotiations (Chapter 6). Chapter 7 contains a summary and conclusion.
