Migration Crisis and Its Impact on the Security Policy of the Czech Republic

Abstract:

Migrační krize posledních let zásadním způsobem ovlivnila bezpečnostní politiku členských států Evropské unie, včetně České republiky. Ať se již jedná o primárně tranzitní země, což je příklad České republiky, tak o primárně cílové země, se kterým ČR sousedí (v tomto případě zejména SRN), ukázala se nutnost reflektovat migraci v klíčových dokumentech na národní úrovni, posílit přeshraniční/regionální spolupráci, ale rovněž spolupráci na úrovni Evropské unie. Jelikož se u masové migrace do Evropské unie, zejména z některých regionů (Blízký východ, země Subsaharské Afriky), jedná o jev, který bude s největší pravděpodobností dlouhodobý, je nutné zajistit, aby i strategické dokumenty a na ně navazující akční a implementační plány zabývající se tímto problémem obsahovaly dlouhodobý výhled a komplexní návrh řešení. Jedním z důležitých faktorů, které je nutno vzít potaz, je bezpečnostní rozměr migrace – např. infiltrace teroristů do Evropské unie, zapojení migrantů do sítí organizovaného zločinu atp. Cílem této bakalářské práce je posoudit, jak Česká republika reflektuje migrační otázku ve strategických dokumentech přijatých v posledních letech a zda bude tento přístup vyžadovat další zásadní revize. Součástí práce bude i porovnání opatření přijatých v bezpečnostní oblasti v ČR se sousedními státy (zejména zeměmi V4) a to, jakým tato otázka ovlivňuje celospolečenskou debatu o migraci.

Abstract:

The migration crisis in recent years has significantly influenced the security policy of the member states of the European Union, including the Czech Republic. Whether it is primarily transit countries, which is the case of the Czech Republic, or primarily target countries, with which the Czech Republic borders (in this case, especially Germany), the need to reflect migration in key documents at the national level, strengthen cross-border/regional cooperation, but also cooperation at the level of the European Union, has shown itself. Since mass migration to the European Union, especially from certain regions (the Middle East, Sub-Saharan Africa), is a phenomenon that will most likely be long-term, it is necessary to ensure that strategic documents and the action and implementation plans following them dealing with this problem contain a long-term outlook and a comprehensive proposal for a solution. One of the important factors that need to be taken into account is the security dimension of migration - e.g., the infiltration of terrorists into the European Union, the involvement of migrants in organized crime networks, etc. The aim of this bachelor’s thesis is to assess how the Czech Republic reflects the migration issue in strategic documents adopted in recent years and whether this approach will require further fundamental revisions. Part of the work will also be a comparison of measures adopted in the security area in the Czech Republic with neighboring states (especially V4 countries) and how this issue influences the societal debate on migration.
