Social Services for Seniors and Their Financing, with Special Regard towards Specifics of Their Development in the Structurally Affected Region of Greater Havířov

Abstract:

Dizertační práce je zaměřena na poskytování sociálních služeb pro seniory, a to v regionu Havířovsko, který je poznamenán strukturálními změnami průmyslu s následným negativním dopadem do sociodemografické struktury obyvatel, dále vysokou úrovní nezaměstnanosti a nízkou kupní silou obyvatel. Cílem dizertační práce je analýza stávajících a budoucích potřeb sociálních služeb ve městě Havířově a okolí a možnosti jejich vícezdrojového financování. Teoretická část se zabývá definicí a zařazením sociálních služeb v rámci sociální ochrany, jejich základním pojetím a specifiky. Velká pozornost je věnována současnému systému vícezdrojovému financování sociálních služeb v České republice. V empirické části je provedena analýza demografického vývoje obyvatelstva sledovaného regionu se zřetelem na zvláštnosti zdejšího trhu práce. Dále se dizertační práce zaměřuje na stávající poskytované sociální služby, způsob jejich financování a návrhy jejich budoucího vývoje na Havířovsku. Tato část postavena na dvou empirických výzkumných šetřeních, a to na standardizovaných řízených rozhovorech a anketním šetření. Výsledkem dizertační práce je, že sociální služby i nadále budou nezbytnou součástí života seniorů, ruku v ruce s poskytovanou zdravotní péčí a nenahraditelnou úlohou rodiny. Byla potvrzena skutečnost, že provádění sociálních služeb je vysoce regionální záležitostí, čímž by však neměla být eliminována zákonodárná a koncepční role státu, aby mohl efektivně naplňovat svou sociální funkci. Stávající systém sociálních služeb se v české republice potýká s řadou systémových nedostatků. Ty jsou již zmapovány a na jejich základě byly vytvořeny návrhy změn, které je nutné legislativně ukotvit, aby mohly být zrealizovány. S tím souvisí i nezbytné změny na rozhraní sociálně-zdravotní péče v podobě legislativního zavedení koncepce dlouhodobé péče. V závěru dizertační práce jsou doporučena opatření pro vývoj sociálních služeb na Havířovsku v kontextu s jejich očekávaným vývojem v České republice.

Abstract:

This dissertation focuses on the social services provided to elderly people in the region of Havířov. This is an area affected by structural changes in industry, negatively impacting the population's socio-demographic structure, creating high unemployment levels and lowering its purchasing power. The goal of this dissertation is to analyze the existing and future needs for social services in the city of Havířov and its surroundings, and options for their multi-source financing. The theoretical part deals with the definition and classification of social services within social protection, the basic concepts and specifics of social services. Particular attention is paid to the current system of multi-source financing of social services in the Czech Republic. The practical part contains a performed analysis of the demographic development of the population of the observed region, taking into account the specific characteristics of the local labor market. The dissertation further focuses on currently provided social services, their method of financing and proposals for their future development in and around Havířov. This part is further built upon two empirical research studies, namely standardized structured interviews and a survey. The findings of the dissertation show that social services will continue to be a vital part of the lives of senior citizens, hand in hand with the rendered health care and irreplaceable role of the family. The fact was confirmed that performance of social services is greatly a regional matter, by which however legislative and conceptual roles of the state government should not be eliminated so it could efficiently fulfill its social function. The existing system of social services in the Czech Republic has encountered a series of systemic deficiencies that have been mapped out, and must be anchored by legislation to achieve implementation. This also involves needed reforms where social care and health care meet in the form of legislative introduction of the concept of long-term care. The dissertation concludes with recommended measures for development of social services in and around Havířov in the context of their expected development in the Czech Republic.
