Abstract:

Předkládaná diplomová práce se zabývá systémem hodnocení a odměňování zaměstnanců ve státní správě. Cílem práce je prozkoumat hodnocení a odměňování zaměstnanců Generálního finančního ředitelství, posoudit uplatňované metody a formy hodnocení a odměňování zaměstnanců a jejich využitelnost v rámci státní správy, identifikovat možné problémy a navrhnout vhodná řešení. Teoretická část práce pojednává obecně o personální práci ve státní správě. Popisováno a rozebíráno je hodnocení zaměstnanců, proces a metody hodnocení zaměstnanců a odměňování zaměstnanců. Vysvětleny jsou principy a podstata tarifní soustavy, platových stupňů, příplatků za práci a také u zaměstnaneckých benefitů. Teoretická část je zakončena kapitolou o vztahu mezi hodnocením a odměňováním zaměstnanců. V praktické části práce analyzuje podrobně odměňování v konkrétní instituci, a sice na Generálním finančním ředitelství. Autor porovnal, nakolik jsou dílčí faktory hodnocení a odměňování, o nichž bylo pojednáno v teoretické části práce, aplikovány ve jmenované instituci v praxi. Uvedeny a rozebrány jsou vybrané vnitřní předpisy GFŘ, které se této oblasti týkají. V závěru jsou poznatky shrnuty a uvedeny nalezené problematické oblasti.

Abstract:

This thesis deals with the system of evaluation and remuneration of employees in the state administration. The aim of the thesis is to examine the evaluation and remuneration of the General Financial Directorate, to assess the applied methods and forms of employee evaluation and remuneration and their applicability within the state administration, to identify possible problems and to propose suitable solutions. The theoretical part of the thesis deals with personal work in state administration in general. Employee evaluation, process and methods of employee evaluation and employee remuneration are described and analyzed. The principles and nature of the tariff system, grades, bonuses for work and employee benefits are explained. In the last chapter of the theoretical part the relationship between employee evaluation and remuneration is described. In the practical part of the thesis, we analyze in detail the remuneration in a particular institution, namely the General Financial Directorate. The author compares the extent to which the evaluation and remuneration factors discussed in the theoretical part of the thesis are implemented into practice. Selected internal regulations of the General Directorate are mentioned and discussed. In conclusion, the findings are summarized and identified problematic areas.
