The new types of prisons - the open prison

Abstract:

Cílem diplomové práce je analyzovat a popsat metody zacházení, penitenciární péči u odsouzených zařazených do konceptu otevřené věznice v Jiřicích. Model otevřené věznice je pro Českou republiku novým, do té doby neznámým prvkem. Mnoho odborníků penologických věd se shoduje, že by se vězenství mělo modernizovat a zavádět inovativní prvky, které by zlepšily úroveň a efektivitu českého vězeňství. Vzorem pro mnohé státy mohou být skandinávské země, které jsou v oblasti penitenciární vědy považované za vyspělé. Určitou modernizační snahou českého vězeňství je zavedení nového typu věznic - formát otevřené věznice. Model otevřené věznice zavedla Česká republika formou pilotního projektu Otevřené věznice v Jiřicích. Diplomová práce je zaměřená na tento typ věznic, na které nahlíží jako na nový způsob zacházení s odsouzenými. Práce porovnává metody otevřené věznice s tradičními metodami zacházení v pevné věznici. Teoretická část stanovuje teoretická východiska, nabízí pohled na vývoj trestu v historickém kontextu, popisuje organizační jednotky vězeňství, zabývá se SARPem a programem zacházení. Diplomová práce byla vedená formou terénního výzkumu a těžištěm praktické části byl rozhovor s vedoucí oddělení PhDr. Mgr. Hanou Prokopovou. Cílem diplomové práce bylo zjistit principy a fungování otevřené věznice v ČR v porovnání se zahraničím. Snahou byla charakteristika metodiky penitenciární péče, popsání vzniku otevřené věznice, plány a vize do budoucnosti. V práci jsou vymezeny charakteristiky odsouzených, zařazených do otevřené věznice. V neposlední řadě sleduje úspěšnost při naplňování stanovených cílů otevřené věznice.

Abstract:

The aim of the thesis is to analyze and describe the methods of treatment and penitentiary care for convicts included in the format of the open prison in Jiřice. The open prison model is a new, previously unknown element for the Czech Republic. Many experts in penological sciences agree that prisons should be modernized and innovative elements introduced that would improve the level and efficiency of Czech prisons. A model for many states can be the Scandinavian countries, which are considered advanced in the field of penitentiary science. A certain modernization effort of Czech prisons is the introduction of a new type of prison - the open prison format. The Czech Republic introduced the open prison model in the form of a pilot project Open Prison in Jiřice. The diploma thesis is focused on this type of prisons, which he views as a new way of treating convicts. The work compares the methods of an open prison with traditional methods of treatment in a fixed prison. The theoretical part establishes the theoretical starting points, offers a view of the development of punishment in a historical context, describes the organizational units of the prison, deals with the SARP and the treatment program. The diploma thesis was conducted in the form of field research and the focus of the practical part was an interview with the head of the department PhDr. M.Sc. Hana Prokopová. The aim of the thesis was to find out the principles and functioning of the open prison in the Czech Republic in comparison with other countries. The effort was to characterize the methodology of penitentiary care, describe the creation of an open prison, plans and visions of the future. The work contains the characteristics of convicts assigned to an open prison. Last but not least, it monitors the success of the open prison in fulfilling its set goals.
