The role of subsidies in decentralized systems

Abstract:

V teoretické části diplomové práce popisuji, jakou úlohu mají dotace ve financování územních samospráv, poté vymezuji pojem dotací a uvádím jejich typologii. Zmiňuji také teoretické přístupy, a jaký mají vliv na chování decentralizovaných systémů. Na závěr teoretické části uvádím zdroje, z jakých mohou samosprávy v České republice v současné době získávat dotace. V praktické části se zabývám průzkumem dotačního financování ve městě Jičíně. Podstatou práce je analyzovat vývoj dotací v Jičíně, zhodnotit běžné a kapitálové dotace a zjistit úspěšnost města při získávání dotací.

Abstract:

In the theoretical part of my diploma work I describe the role of subsidies in financing territorial autonomy, thereafter I define the conception of subsidies and I mention their typology. I also mention theoretical approaches and their influence to the behaviour of decentralized systems. In the end of the theoretical part I advert the resources from which autonomies in the Czech Republic could obtain subsidies in these days. In my practical part I deal with the exploration of the subsidies funding in Jičín. The essence of my thesis is to analyze the evolution of the subsidies in Jičín, evaluate the earmarked and non-earmarked subsidies and to find how the town is successful in acquisition of the subsidies.
