Analysis of public revenues and expenditures at the level of the Prague Region

Abstract:

Diplomová práce se zabývá analýzou veřejných příjmů a veřejných výdajů kraje Praha. První část práce vymezuje teoretická východiska, tedy fiskální federalismus, fiskální a rozpočtovou politiku, úlohu veřejných financí a veřejného sektoru, postavení kraje Praha v systému veřejné správy, rozpočtový proces, rozpočet kraje a třídění příjmů a výdajů podle položek rozpočtové skladby (příjmy – daňové, nedaňové, kapitálové, přijaté transfery; výdaje – běžné, kapitálové), včetně obsahové charakteristiky jednotlivých položek. Druhá část práce podává komplexní analýzu příjmů a výdajů kraje v letech 2001 – 2007, metodické a věcné vlivy působící na příjmy a výdaje a predikci vývoje příjmů a výdajů rozpočtu kraje Praha.

Abstract:

The diploma thesis focuses on an analysis of public revenue and expenditure of the Prague region. The first part of the thesis defines the theoretic bases of fiscal federalism, fiscal and budgetary policy, role of public finances in the public sector, situation of the Prague region in the system of public administration, budgetary process, budget of the region and classification of revenues and expenditures according to the scheme of budgetary structure (income – tax, non-tax, capital, received subsidies, expenditures – current, capital) including the content characteristics of all single element. The second part of the diploma thesis brings the complex analysis of revenues and expenditure of the region from 2001 to 2007, methodical and pragmatic effects influencing revenues and expenditures and prognosis of development of budgetary revenues and expenditures of the Prague region.
