Structural Funds EU and feasibility use of subventions in the period of 2007 - 2013 by the example of a regional development project submitting.

Abstract:

Bakalářská práce v teoretické části vychází z popisu Regionální a strukturální politiky EU. Charakterizuji Strukturální fondy a jejich využití v období 2004 – 2006. Zabývám se problematikou přípravy ČR na využití Strukturálních fondů v roce 2007 – 2013. Dále se zaměřuji na řízení, implementaci a monitorování pomoci ze Strukturálních fondů, popisuji všechny potřebné náležitosti, související s realizací projektu a jeho jednotlivými fázemi (počínaje fází předinvestiční, investiční, provozní a konče fází poprovozní) a zároveň upozorňuji na potenciální rizika, která mohou ohrozit řádné předložení žádosti. Hlavním cílem mé bakalářské práce bylo zorientovat se v oblasti Strukturálních fondů, pochopit souvislosti Strukturálních fondů s regionální politikou a zjistit postup při sestavování skutečné žádosti.

Abstract:

The theoretical part of my bachelor thesis proceeds from the description of the Regional and Structural Policy of the European Union. I characterize the Structural Funds and their use in the period of 2004 – 2006. I am concerned with the issues of the preparation of the Czech Republic for the Structural Funds use in 2007 – 2013. In the following I focus on management, implementation a monitoring of the Structural Funds subventions, I describe all the essential prerequisites associated with a project realization and its particular stages (from the pre-investment, investment phases, then operational and evaluation ones). Simultaneously, I draw attention to potential risks which may affect a proper application submitting or its process. In the practical part I am engaged in the specific procedures related with processing and realization of the application form for a grant for the Reconstruction of the Lazebnicky bridge in Český Krumlov from OP NUTS II Southwest the priority axis named the Centers Accessibility. The main aim of my bachelor thesis was to penetrate into the field of Structural Funds, to comprehend relationships between Structural Funds and regional policy and to ascertain a procedure of a draft out and realization of a real application form.
