Local fees, their implementation and administration in the city of Hronov

Abstract:

Bakalářská práce je věnována tématu místních poplatků, jejich zavádění a správě. Obec místní poplatky zavádí obecně závaznými vyhláškami na základě zákonného zmocnění v přenesené působnosti. Teoretická část práce vymezí základní pojmy týkající se dané problematiky, právní úpravu místních poplatků, jejich zavedení, správu a možnosti vymáhání v případě jejich neplacení. V praktické části autorka analyzuje místní poplatky zavedené ve městě Hronov v období let 2015 - 2019, k jaké změně došlo novelizací zákona o místních poplatcích od roku 2020 a jaký podíl mají místní poplatky v rozpočtu města.

Abstract:

The bachelor thesis deals with the topic of local fees, their implementation and administration. The municipality introduces local fees through generally binding decrees on the basis of legal authorisation in the delegated competence. The theoretical part of the thesis defines the basic concepts related to the given issues, legal regulation of local fees, their implementation, administration and the possibility of their recovery in case of non-payment. In the practical part, the author analyses the local fees introduced in the city of Hronov during the period 2015 – 2019, what change has taken place by the amendment to the law on local fees since 2020 and what is the share of local fees in the city budget.
