Theory of Premises Security and its Application in Practice

Abstract:

Abstrakt Teorie ochrany objektů a jejich aplikace v praxi je obsahovým tématem této diplomové práce. Teoretická část práce je zaměřena na popis ochrany objektů tak, jak je prezentována uznávanými vědeckými pracovníky v této oblasti v odborné literatuře. Zpřehledňuje teoretická hlediska ochrany objektů a jejich význam pro praktickou realizaci. Zaměřuje se na popis kamerového systému jako na jeden z prostředků ochrany objektu, dále na jeho legislativní úpravu, kterou je provozování kamerového systému upraveno a na subjekty oprávněné k provozování kamerových systémů na základě zákona. Dále se zabývá elektrickými zabezpečovacími systémy a mechanickými systémy, které jsou rovněž nedílnou součástí při ochraně objektu. Důležitým a neopomenutelným aspektem při ochraně objektu je ochrana objektu lidským činitelem, proto je v diplomové práci obsažena i kapitola, ve které je věnována pozornost soukromým bezpečnostním agenturám, policejním složkám a bezpečnostnímu managementu. Praktická část popisuje skutečný stav zabezpečení objektu u vybraných objektů Policie České republiky a vybraných objektů obecních a městských policií. Cílem práce je zjištění, do jaké míry teorie odpovídá praxi nebo do jaké míry se od sebe teorie a praxe odlišují a nakolik je pro praktickou ochranu objektů důležitá, pro splnění požadavků teorie, finanční stránka a potřebnost ochrany objektů s předpokladem, jak se bude ochrana objektů vyvíjet do budoucna.

Abstract:

Theory of premises security and its application in practice is the content of this diploma thesis. The theoretical part is focused on the description of the protection of objects as presented by reputable experts in this field in the specialised literature. It clarifies theoretical aspects of premises security and its importance for practical realization. It focuses on the descriptionof the CCTV systems as one of the means of protection of the building, further on its legislative regulation, which regulates the operation of the CCTV systems and on the entilies authorized to operate the CCTV systems on the basis of the law. It also deals with electrical security systems and mechanical systems, which are also an integral part of building protection. An important and vital aspect in the protection of the premises is the protection of the premises by a human, therefore the thesis also contains a chapter in which attention is focused to a private security agencies, police forces and security management. The practical part of the thesis describes the actual state of security of the premises in selected buildings of the policie of the Czech Republic and selected premises of local and municipal police. The aim of this work is to find out to what extent the theory corresponds to practice or to what extent the theory and practice differ from each other and to what extent is important the practical premises security for the future.
