The Administration, Maintainance and Financing of the 1st Class Roads in the Ústecký region

Abstract:

Tato práce popisuje systém správy, údržby a financování silnic I. třídy v Ústeckém kraji z hlediska majetkového správce Ředitelství silnic a dálnic ČR. V teoretické části objasňuji základní pojmy týkající se silniční dopravy, které vycházejí ze zákona č. 13/1997 Sb. o pozemních komunikacích. Dále představuji státní příspěvkovou organizaci Ředitelství silnic a dálnic ČR, popisuji organizační strukturu správy a údržby silnic a zabývám se majetkovou správou a podrobným členěním údržby silnic I. třídy. V poslední kapitole se zaměřuji na systém financování silniční sítě v ČR, charakterizuji organizaci, která je zdrojem čerpání finančních prostředků, zmiňuji rovněž financování prostřednictvím projektů Public Private Partnership a objasňuji systém zadávání veřejných zakázek. V aplikační části analyzuji přímo činnost Ředitelství silnic a dálnic ČR Správy Chomutov – tedy majetkového správce silnic I. třídy v Ústeckém kraji. Popisuji konkrétní zajištění technické údržby silnic I. třídy v Ústeckém kraji a zdroje jejich financování. Dále se zabývám vztahem majetkového správce k subjektům územní samosprávy, popisuji spolupráci Krajského úřadu Ústeckého kraje a obcí v Ústeckém kraji. Cílem této práce je přiblížení způsobu zabezpečení majetkové správy, údržby a financování silnic I. třídy na území Ústeckého kraje.

Abstract:

This work describes the system of administration, maintainance and financing of the 1st class roads in the Usti region from the view of the property administration, the Road and Motorway Directorate of the Czech Republic. Theoretic part clarifies the basic terms regarding the road transport based on Act No. 13/1997 Coll. about the road communication. Then I present the state allowance organization the Road and Motorway Directorate of the Czech Republic; I describe the organizational structure of the roads administration and maintainance and I deal with the property administration and detailed structuring of maintainance of the 1st class roads. In the last chapter I focus on the system of financing of the network of roads in the Czech Republic. I define an organization which is the source of the exploitation of financial means. I also mention financing through the Public Private Partnership projects and I clarify the system of public commissions. In the application part I directly analyse the activity of the Road and Motorway Directorate of the Czech Republic, Chomutov administration – that is the property administrator of the 1st class roads in the Usti region. I describe the concrete securing of technical maintainance of the 1st class roads in the Usti region and the sources of their financing. At the end of my work I deal with the relation between the property administrator and subjects of municipal authorities; I describe a cooperation of the Regional Authority of the Usti Region and municipalities in Usti region. The aim of this bachelor work is an adumbration of the way of securing of the 1st class roads administration, maintainance and financing in Usti region.
