Abstract:

Předkládaná bakalářská práce se zaměřuje na tématiku polské zahraniční politiky v souvislosti s volbami do Sejmu a Senátu v roce 2007. V práci jsou nejdříve popsána hlavní zahraničněpolitická témata posledních let. Následující oddíl identifikuje pozici vlády, prezidenta, Sejmu a Senátu v rámci tvoření polské zahraniční politiky a vymezuje roli politických stran v tomto procesu. Stěžejní část práce je věnována analýze programatik politických stran v oblasti zahraniční politiky. Rozebírány jsou zahraničněpolitické programy stran Právo a spravedlnost, Občanská platforma, Polská lidová strana a koalice Levice a demokrati, přičemž analyzovány jsou i zahraničněpolitické cíle liberálně-agrární koaliční vlády. Práce zkoumá (a) politické strany v kontextu tvoření zahraniční politiky a (b) zahraničněpolitická témata jako konfliktní linii v rámci vnitropolitického boje. Tyto dvě roviny výzkumu sjednocuje časová orientace na období voleb, které proběhly 21. října 2007. Cílem práce je odpovědět na otázku, jak dalece byl rozlomen konsenzus, který polské vnitřní debatě o zahraničněpolitickém směřování země dominoval v devadesátých letech, a zda i přes tyto divergence zachovává polská zahraniční politika konzistentní kurs.

Abstract:

Presented bachelor thesis focuses on the Polish foreign policy in light of elections into the Sejm and Senate in 2007. Firstly, author describes the latest Polish foreign policy. Following part of the thesis identifies the positions of government, president, Sejm and Senate within the process of foreign policy’s formation and delimits the role of political parties in it. Main part of the thesis is dedicated to the analyses of political parties’ programatics in the field of foreign policy. Law and Justice, Civic Platform, Polish Peasants’ Party and Left and Democrats are the analyzed political parties and coalitions. Moreover, one subchapter is aimed at the foreign policy priorities of agro-liberal government. The thesis examines the political parties in the context of the foreign policy’s creation; and furthermore, the foreign policy topics as the cleavage in the internal political competition. These two levels of the research are linked by the date of elections which took place on the 21st October 2007. The aim of the theses is to answer the question, how much is the consensus, which dominated the Polish internal discussion on the foreign policy issues in nineties, broken, and whether – in spite of these divergences – has the Polish foreign policy consistent course.
