Policy of spatial development in the hinterland of Olomouc.

Abstract:

Suburbánní procesy v českém prostředí měly v posledních dvaceti letech zásadní vliv na podobu obcí v zázemí větších měst. Změny se přitom týkají nejen morfologických struktur obcí (nová zástavba a její urbanistické a architektonické řešení), ale i funkcí, které obce začaly plnit (rozvoj občanské vybavenosti a služeb). Po takovém časovém úseku jsme schopni rozeznat pozitivní a negativní dopady suburbanizace na dotčené obce, stejně tak se dá posoudit i role místních aktérů ve smyslu konceptu local governance. Je také možné hodnotit lokality nové výstavby podle jejich polohy či vzhledu. Primárním cílem práce je zhodnocení konceptu local governance včetně jeho fungování a složek na urbanistickou a architektonickou podobu obcí. Práce se také zabývá nejdůležitějšími aspekty, které měly a nadále mají vliv na novou bytovou výstavbu v obcích suburbánního zázemí vč. rozdílného fungování local governance na lokální úrovni u obcí, které sububanizace ovlivnila pozitivně, oproti těm obcím, kde se objevují spíše negativní důsledky. Součástí práce jsou také zkušenosti a postoje dalších aktérů, kteří vstupují do procesu suburbánní výstavby. Kromě definování klíčových momentů výstavby a základních nástrojů řízení suburbanizace, se práce také věnuje finančním aspektům v souvislosti s desintegračními procesy obcí v zázemí velkých měst. Cíle práce: - cíle práce odráží současný stav a potřeby výzkumu, které by měly osvětlit vztah mezi lokální úrovní řízení území, popř. dalšími aktéry a suburbánními pochody - posoudit roli jednotlivých aktérů v procesu územního rozvoje vč. pojmenování jednotlivých aspektů a faktorů, které mají vliv na suburbánní rozvoj obcí v zázemí velkých měst

Abstract:

Over the previous twenty years in Czech conditions, suburban processes have substantially influenced the appearance and transformation of municipalities on the fridge of larger cities. And it is not only the morphology of municipality structure (new housing estate and their urban as well as architectural solutions), but also the functions municipalities have started to fulfil (the development of civic amenities and services). After such a long period of time we are capable of identifying positive and negative impacts of suburban process on municipalities , and evaluating the role of local actors with regard to local governance. The primary goal of the thesis is evaluate the concept of local governance, including its functioning and folders on urban and architectural form municipalities. The thesis present the most significant aspects that have had influence on new housing construction in suburban zone municipalities including differences in the application of the concept of local governance at the local (municipal) tier in positively impacted municipalities as compared with those affected rather negatively. The thesis also experiences and attitudes of other actors who enter into the process of suburban construction. In addition to defining the key moments of suburban construction and basic 5 management tools suburbanization, the thesis also deals with the financial aspects in connection with the disintegration processes of municipalities on the fridge of large cities. Aim: - Objectives of the work reflects the current status and research needs that should clarify the relationship between local territory management levels, respectively other actors and suburban marches - Assess the role of various actors in the process of territorial development, incl. naming the various aspects and factors that influence the development of suburban municipalities on the hinterland of large cities.
