Security challenges of the return of foreign fighters and approaches of European Union states

Abstract:

Zahraniční bojovníci se objevují v mnoha konfliktech během celé historie lidstva. Toto téma se stalo velmi aktuální zejména ve spojení s konfliktem v Sýrii. Mnoho zemí Evropy přiznává, že zahraniční bojovníci jsou nezpochybnitelnou bezpečnostní hrozbou a je potřeba s tímto fenoménem pracovat. Tato práce se zabývá právě touto bezpečnostní hrozbou a přístupy, jak toto riziko zahraničních bojovníků snížit na přijatelnou úroveň. Dílčí cíle práce jsou vymezení bezpečnostní hrozby zahraničních bojovníků, analýza a komparace přístupů států Evropy a zkoumání represivních a nerepresivních přístupů v této problematice. Na základě komparace přístupů a polostrukturovaných rozhovorů tato práce předkládá soubor doporučení pro Českou republiku.

Abstract:

Foreign fighters have appeared in many conflicts throughout human history. This topic has become particularly relevant in connection with the conflict in Syria. Many countries in Europe admit that foreign fighters are an unquestionable security threat and there is a need to work with this phenomenon. This paper looks at this particular security threat and approaches to reduce the risk of foreign fighters to an acceptable level. The partial objectives of the work are to define the security threat of foreign fighters, analysis and comparison of the approaches of European states and investigation of repressive and non-repressive approaches in this issue. Based on a comparison of approaches and semi-structured interviews this work presents a set of recommendations for the Czech Republic.
