The Security Protection of the Population in the Town Most

Abstract:

V teoreticko – metodologické části popisuji vývoj kolektivní a individuální ochrany v bývalém Československu a současný vývoj se zaměřením na dva, v minulosti rozšířené typy ochrany obyvatelstva, na kolektivní ochranu ukrytím v úkrytech a individuální ochranu jednotlivce prostředky individuální ochrany. Popisuji zde výše uvedené dva typy zabezpečení ochrany obyvatelstva v podmínkách města Mostu a stručně charakterizuji strukturu krizového řízení ve městě. V aplikační části jsem formou dotazníkové metody zjišťoval, jaká je informovanost obyvatel města Mostu o způsobu varování před hrozícím nebezpečím, jak se obyvatelé města staví k financování údržby úkrytů a prostředků individuální ochrany z rozpočtu města nebo státu, názor na potřebu zachování stálých úkrytů a prostředků individuální ochrany. Dále jsem se zajímal jaký způsob předávání informací k výše uvedeným tématům preferují. Moje poznatky poskytnu k využití Magistrátu města Mostu a Hasičskému záchrannému sboru Ústeckého kraje, územní odbor Most. Tyto instituce je budou moci využít pro zlepšení informování obyvatelstva města Mostu v oblasti jeho ochrany při krizových situacích a při stanovení přístupu k údržbě stálých úkrytů skladování a udržování prostředků individuální ochrany.

Abstract:

In the theoretical-methodological part I describe the development of collective and individual protection in the former Czechoslovakia and the present development with the focus on two, in the past very widespread, types of protecting the population – on collective protection conceal in permanent civil protection shelters and individual protection of a citizen by the means of individual protection. I describe these two above mentioned types of the security protection in the conditions of the town Most and I briefly characterize the structure of crisis management within the town. In the application part I have found out in the form of questionnaire how Most citizens are informed about the ways of warnings in the case of imminent danger, how sympathetic they are to financing the maintenance of permanent shelters and means of individual protection from the town or state budget, their opinion about the necessity of conserving permanent shelters and individual protection means. Furthermore I was interested in their preferred procedures of gaining information on above mentioned issues. I will provide the Most Municipal Office and the Fire Rescue Brigade of Usti region, division Most with my findings .These institutions will be able to put them to good use for improving the sources of information for Most citizens about crises situation protection and for setting the attitudes to the maintenance of permanent civil protection shelters and means of individual protection.
