Abstract:

Tato diplomová práce se zaměřuje na analýzu průběhu reformy veřejné správy v České republice. Podstatnými prvky práce jsou předpoklady a původní záměry reformy, dosavadní průběh jednotlivých kroků reformy, zhodnocení splnění cílů reformy a upozornění na problémy, které reforma přinesla. Práce je strukturována do osmi částí. První tři popisují teoretické základy reforem a jejich vývoj v České republice. Další čtyři části se věnují jednotlivým částem reformy veřejné správy tzn. modernizaci ústřední státní správy, reformě územní veřejné správy, reformě kvality a postavení zaměstnanců ve veřejné správě. Poslední část se orientuje na zhodnocení průběhu reformy a problémů, které přinesla.

Abstract:

This thesis is focused on the analysis of course of the public administration reform in the Czech Republic. Essential elements of the work are assumptions and original intentions of the reform, the current course of reform of each step, target analysis of the reform and caution about the problems which produced the reform. The work is divided into eight parts. The first three describe the principles of reforms and its evolutions in the Czech Republic. The next four parts are devoted to different parts of public administration reform, ie. modernization of the central government, the reform of municipal authorities, reform of the quality and status of employees in public administration. The last part is focused on an evaluation of the reform and the problems brought about.
