Positive and Negative Consequences of the De-Concentration of the Revenue autority in the Chomutov Region

Abstract:

Reforma veřejné správy po roce 1989 přinesla řadu významných změn jak v oblasti samosprávy, tak i ve správě státní. Finanční správa hraje velmi důležitou roli ve správním systému našeho státu. Centrálním orgánem je ministerstvo financí, v krajích jsou zastoupena finanční ředitelství. Nejblíže občanům jsou finanční úřady, jejichž správní obvod je většinou totožný se správním obvodem obce s rozšířenou působností. V prvé polovině devadesátých let minulého století byla snaha přiblížit finanční správu co nejvíce k občanům (princip subsidiarity). Tak vznikaly finanční úřady i v místech, kde se nepodařilo zajistit dostatečně kvalitní personál, případně byl správní obvod příliš malý. V této diplomové práci popisuji kauzu zrušení finančního úřadu ve Vejprtech, která se v té době stala i předmětem diskuse na půdě Parlamentu

Abstract:

The reform of the public administration after 1989 has brought many important changes in the local government and the public administration as such. The treasury plays an important role in the administrative system of our state. The central body is the Ministry of Finance represented in regions by the Financial Office. Closest to the citizens are revenue authorities, whose district of administration equals to that of municipality with extended scope. In the first half of the 90’s there was effort to bring the treasury nearer to the citizens (subsidiarity principle). Consequently revenue authorities were set also in places, where it was impossible to provide qualified staff or the district of administration was too small. In this thesis is describe the case of liquidation of the revenue authorities in Vejprty, which even became in issue in the Parliament.
