Changes in representation of Czech regions in the EU - case study of the Pardubice region

Abstract:

V souvislosti s přistoupením České republiky do Evropské unie musely kromě centrální úrovně zaujmout své postavení k nadnárodní aréně rozhodování také české kraje. Díky širšímu trendu vzestupu regionálních aktérů se součástí politického života v EU stala existence regionálních zastoupení v Bruselu, které lze považovat za jeden z projevů konceptu, pro něhož se vžil pojem paradiplomacie. Vytvoření zastoupení nabízí krajům možnost být v samotném centru dění, získat privilegované informace a působit jako přímý aktér regionálních zájmů. K tomuto trendu se od počátku českého členství v EU v různé míře připojovaly také české kraje. Postupem času, avšak primárně po roce 2009, u většiny z nich docházelo k proměnám způsobu zastoupení či změnám taktiky, činností a cílů působení. Cílem této diplomové práce je zjistit, k jakým proměnám ve fungování regionálního zastoupení došlo v případě jednoho z českých regionů, kterým je Pardubický kraj, ve vztahu k EU v letech 2007 – 2017. Tato práce využívá mimo jiné rozhovory s respondenty, kteří působí nejen na rozhodujících politických pozicích v rámci sledovaného regionálního celku, ale také výkonnými pracovníky majícími přímou zkušenost s fungováním a chodem stálého zastoupení Pardubického kraje. Na základě výše uvedeného jsou formulovány následující výzkumné otázky: 1) Jakým způsobem se ve vymezeném časovém úseku proměnila forma a typ fungování regionálního zastoupení Pardubického kraje při EU? 2) Jaké úkoly plní zastoupení Pardubického kraje při EU a jak se v průběhu let proměnily priority jeho činností? 3) Jakým způsobem je uplatňován mechanismus kontroly fungování zastoupení Pardubického kraje při EU?

Abstract:

In the context of the accession of the Czech Republic to the European Union, the Czech regions had to take their place in the transnational decision-making arena in addition to the central level. Due to the wider trend of the rise of regional actors, the presence of regional representation in Brussels has become part of the political life in the EU, which can be considered as one of the expressions of the concept of paradiplomacy. The creation of regional representation enables regions to be at the very heart of events, to obtain privileged information and to act as a direct actor of regional interests. Since the beginning of the Czech membership in the EU, the Czech regions have also joined to this trend to varying degrees. For most of them, over time, there has been a change in how to represent or change tactics, activities and goals. The aim of this diploma thesis is to find out the changes in the functioning of the regional representation in the case of one of the Czech regions, which is the Pardubice Region, in relation to the EU in 2007-2017. The diploma thesis uses interviews with respondents who are not only in the decisive political positions within the monitored region, but they are also executives with direct experience with the functioning and running of the representation of the Pardubice Region. On the basis of the above, the following research questions are formulated: 1) How did the form and type of regional representation of the Pardubice Region in the EU changed in the specified timeframe? 2) What tasks does the Pardubice region represent in the EU and how its priorities have changed over the years? 3) How is the mechanism used to monitor the functioning of the Pardubice Region's representation in the EU?
