Pension systém in the Czech republic, It's development and expectations

Abstract:

Státní penzijní systém představuje objemově významnou součást celkových veřejných financí. Pohlížet ale na penzijní systém pouze skrze finanční optiku by nebylo zcela správné. Měl by se také hodnotit s ohledem na širší ekonomické, sociální a historické podmínky každé země. Nelze ovšem samozřejmě popřít, že problémy se začnou nejprve projevovat právě skrze „finance“. Práce se pokouší zmapovat vývoj reforem státního penzijního systému v České republice, jeho přednosti a nedostatky a nastínit výzvy, kterým bude muset v příštích desetiletích čelit. Jak z teoretického (1. kapitola ), tak praktického (2. kapitola) hlediska se práce věnuje reformní variantě, která je na první pohled nejméně nákladná a nejméně riziková. Jde o variantu systematických úprav parametrů penzijního systému.

Abstract:

The State Pension System represents an important component of the total government finances as far as the volume thereof is concerned. Notwithstanding, the consideration of the Pension System through a financial optics only would not be fair and square. The evaluation of the Pension System should also be done with respect to wider economical, social and historical conditions of every country. However, the fact that problems start first to make themselves felt just through the „finances“ cannot be naturally denied. The diploma work tries to map the development of the reforms of State Pension System in the Czech Republic, the benefits and deficiencies thereof, and to outline challenges, which the System will face in the next decades. From both theoretical (Chapter 1) and practical (Chapter 2) point of views, the diploma work addresses to a reform variant that is at first sight the least expensive and bears the least risk. The variant relates to systematic corrections of the Pension System parameters.
