Hysteresis in unemployment - causes and implications

Abstract:

Předkládaná práce si klade za cíl ověřit hypotézu o existenci hystereze nezaměstnanosti v ekonomice České republiky od druhé poloviny 90. let minulého století.Na základě analyzovaných modelů dochází k závěru, že ve vývoji české nezaměstnanosti lze pozorovat negativní i pozitivní hysterezi, a to jako důsledek restriktivní i expanzivně laděné hospodářské politiky aplikované ve zkoumaném období. Hypotéza hystereze byla podpořena i mimo modelový rámec indukcí stylizovaných faktů o vývoji české ekonomiky a nezaměstnanosti. Potvrzení existence hystereze na makroekonomické úrovni ukazuje zcela v souladu s příslušnou teorií, že expanzivní hospodářská politika je efektivní v boji s nezaměstnaností bez negativních akcelerujících inflačních tlaků. Empirická analýza hysterezních mechanismů podpořila významný vliv dlouhodobě nezaměstnaných na agregátní nezaměstnanost a podporuje tak nástroje zaměřené na tuto skupinu nezaměstnaných. Práce nabízí jiný pohled na roli odborů (či obecněji insiderů) v procesu mzdového vyjednávání, kdy empiricky prokazuje, že problém není v neúměrných mzdových požadavcích nerespektujících vývoj produktivity. Naše odhady ukazují, že problém je v postupné akomodaci na rostoucí nezaměstnanost, která se tak stává "přirozenou" charakteristikou trhu práce. Prokázalo se, že existence jevu hystereze umožňuje zcela relevantně odhadnout trajektorii NAIRU založenou na hysterezním pravidlu závislosti této rovnovážné míry na minulém vývoji skutečné nezaměstnanosti. To snižuje oproti tradičním přístupům nejistotu spojenou s jejím odhadem. Důležitým poznatkem naší analýzy je možnost existence "falešné hystereze". Tento jev jsme pozorovali v ekonomice Nového Zélandu. Při využití bayesovských technik odhadu aplikovaných na obecnější model jsme schopni hysterezní vývoj pro novozélandskou ekonomiku vyloučit a pro českou potvrdit. Při zamítnutí hysterezního jevu tak můžeme pokles nezaměstnanosti nedoprovázený akceleračními tlaky přiřadit strukturálním změnám na trhu práce. Makroekonomické projevy hystereze mají mimořádně zajímavou souvislost s vazbou ekonomického růstu a vývojem nezaměstnanosti. Porovnáním výsledků odhadů pro ekonomiky České republiky a Nového Zélandu dospíváme k závěru, že jev hystereze je doprovázen zřetelně oslabenou vazbou dynamiky nezaměstnanosti a dynamiky ekonomického růstu. Z tohoto pohledu tak je pro českou ekonomiku zpochybněna empirická platnost Okunova zákona, což se zdá být pravidlem právě pro hysterezní ekonomické systémy.

Abstract:

In this thesis, we have verified the existence of hysteresis hypothesis in the Czech economy since the second half of the 1990s.To verify the hysteresis effects (in the macroeconomic and microeconomic framework), the representative models are presented and identified. We have found positive and negative hysteresis in the Czech unemployment as a result of both tight and expansive economic policy. Stylized facts about economic development of the Czech economy and unemployment help us to support the hysteresis hypothesis outside the presented models. Our results show the effectiveness of expansionary demand policy which is able to reduce actual unemployment. Moreover, we may confirm the consequences of underlying economic theory that any rate of unemployment is consistent with steady inflation. Our empirical work emphasizes the role of long-term unemployed and the role of corresponding policy tools. Our results point out that the unions (insiders) become accustomed to higher unemployment rates when unemployment level remains high for some time. This rate is thus taken as "natural". It is therefore incorrect the opinion that Czech unions follow the wage policy regardless of the changes in productivity. It was proved that the existence of hysteresis allows us to estimate the trajectory of the NAIRU. In the hysteretic framework, the NAIRU automatically follows the path of actual unemployment rate. This lowered the uncertainty related to NAIRU estimation. We have found the evidence of "false" hysteresis in the economy of New Zealand. Using Bayesian estimation methods and an unrestricted dynamic model, we were able to reject the hysteresis hypothesis in the New Zealand economy and to confirm this hypothesis in the Czech economy. Rejecting the hysteresis hypothesis, the decreasing unemployment not accompanied by accelerating inflation is probably the result of structural changes on the labor market. Macroeconomic hysteresis effects are linked with economic growth in an interesting way. Comparing our empirical results for the Czech and New Zealand economies, we can conclude that hysteresis phenomenon is accompanied by a weak relationship between unemployment dynamic and economic growth dynamic. The empirical validity of Okun's law is thus questioned in the case of the Czech Republic.
