Anti-pandemic measures in the context of the theory of democracy: a comparison of the Czech and Slovak Republics

Abstract:

Cílem diplomové práce je zodpovědět výzkumnou otázku, jak vlády jednotlivých států rámcovaly krizi koronaviru v parlamentních diskusích o přijímání nouzového stavu. Dále jakými způsoby byla přijímána, diskutována a legitimizována opatření v první a druhé vlně COVID-19 v rámci nouzového stavu. Následně se práce zajímá o to, jak vlády obou zvolených států pracovaly s jednotlivými dimenzemi „lidu“, „viníků“ a jak do těchto konstrukcí vstupovala technokratická rétorika skrze odkazy na odbornost. V teoretické části je vysvětlen kontext problematiky pomocí definic základních pojmů a celkově teoretického rámce. Důraz je kladen na populismus, technokratický populismus a na pandemii v demokratickém světě. V analytické části práce je využita komparativní analýza, která je založena na kvalitativní analýze parlamentních rozprav. Analýza je založena na politické tematické analýze přepisů jednání z PSP ČR a NRSR k vyhlášení nouzového stavu.

Abstract:

The aim of this diploma thesis is to answer the research question of how national governments framed the coronavirus crisis in parliamentary debates on the adoption of the state of emergency. Furthermore, in what ways were emergency measures adopted, debated, and legitimised in the first and second wave of COVID-19. Subsequently, the thesis is interested in how the governments of the two states worked with the different dimensions of 'the people', 'the culprits' and how technocratic rhetoric entered these constructions through references to expertise. The theoretical section explains the context of the issue through definitions of basic terms and the overall theoretical framework. Emphasis is placed on populism, technocratic populism, and the pandemic in a democratic world. The analytical part of the thesis uses comparative analysis, which is based on a qualitative analysis of parliamentary debates. The analysis is based on a political thematic analysis of the transcripts of the debates from the Chamber of Deputies of the Parliament of the Czech Republic and the National Council of the Slovak Republic on the declaration of a state of emergency.
