Abstract:

Hlavním cílem této bakalářské práce je porovnat myšlenku Next Generation EU s jejím naplněním v Národním plánu obnovy navrženém pro Českou republiku. Toho chce práce dosáhnout výběrem jedné konkrétní komponenty z Národního plánu obnovy a provést analýzu, zda plán obsahuje hlavní cíle z Next Generation EU. Pro tuto analýzu byla vybrána komponenta zabývající se rozvojem kulturního a kreativního sektoru, aby reprezentovala nejvíce odchýlené téma od hlavní myšlenky Next Generation EU ve srovnání se zbytkem témat zahrnutých v plánu obnovy. Práce je rozdělena do tří hlavních částí s logickou návazností, aby bylo dosaženo hlavního cíle této práce. V první části je popsána podstata Next Generation EU včetně jejího politického přijetí a mezinárodní situace, která vedla k vytvoření takového plánu. V druhé části je přiblížen Národní plán obnovy. Zejména na rozdílných přístupech k podobě plánu obnovy ze strany politických a veřejných činitelů. Podkapitola s krátkým popisem každého pilíře, které tvoří plán obnovy, je velmi důležitá pro poskytnutí komplexního pohledu na plán obnovy, neboť v analýze je zkoumána pouze jedna komponenta z jednoho pilíře. Tento kontext je důležitý i ve vztahu k závěru pro tuto práci, neboť je vyvozen na základě analýzy pouze z jedné komponenty. Ve třetí části byly vybrány tři ukazatele reprezentující tři hlavní cíle Next Generation EU a naším cílem bylo najít je v každé iniciativě/výzvě zveřejněné Ministerstvem kultury.

Abstract:

The main aim of this bachelor thesis is to compare the idea of Next Generation EU with its fulfilment in National Recovery Plan designed for Czech Republic. This is about to be reached by choosing one particular component from Czechia's National Recovery Plan and an analysis will be made to discover whether the plan contains the main objectives from the Next Generation EU. For this analysis the component dealing with development of the cultural and creative sector was chose to represent the most distant topic to the main idea of the Next Generation EU in comparison with the rest of the topics included in the recovery plan. The thesis is divided into three main parts with a logical sequence to reach the main aim of this thesis. In the first part the essence of Next Generation EU is described including its political acceptance and the international situation that led to the production of such plan. In the second part there is a closer look on the Czechia's National Recovery Plan. Especially on different approaches to the form of the recovery plan from political and public figures. A subsection with a short introduction to every pillar contained in the recovery plan is very important to provide a comprehensive view on the recovery plan because in the analysis only one component from one pillar is examined. This context is also important in relation to the conclusion for this thesis, as it draws a conclusion based on the examination of this one component. In the third part three indicators were chose to represent the three main goals of the Next Generation EU and our goal was to find them in each initiative/challenge listed by the Ministry of Culture.
