Influence of Legislative Changes on Organization and Activity of Selected Cadastral Office

Abstract:

Diplomová práce je stručným exkurzem do procesu správního řízení, vedeného na úseku katastru nemovitostí z pohledu legislativních změn, které proběhly k 1. 1. 2014. Teoretická část nás seznamuje s organizací a činností správních orgánů, provede nás historií pozemko-vých evidencí, definuje současný právní rámec katastru nemovitostí, vymezí základní po-jmy vkladového řízení a vyhodnotí procesní změny, které toto řízení ovlivnily. Praktická část se zaměřuje na analýzu vkladového řízení z pohledu změn, které přinesla nová legisla-tiva, komparací výsledků zapsaných vkladů ve dvou pětiletých obdobích. Stejným způso-bem vyhodnocuje výsledky hospodaření a efektivitu činnosti všech katastrálních úřadů, i katastrálního úřadu vybraného. Na základě získaných poznatků jsou v závěru práce navrže-ny změny, které by mohly zjednodušit a zefektivnit proces správního řízení.

Abstract:

The diploma thesis is a brief excursion into the process of administrative proceedings, con-ducted in the real estate cadastre in terms of legislative changes that took place on 1 Janua-ry 2014. The theoretical part introduces us to the organization and activities of administra-tive bodies, guides us through the history of land records, defines the current the legal fra-mework of the real estate cadastre, defines the basic terms of the deposit procedure and evaluates the procedural changes that affected this procedure. The practical part focuses on the analysis of deposit management in terms of changes brought about by the new legislati-on, a comparison of the results of registered deposits in two five-year periods. In the same way, it evaluates the results of management and the efficiency of the activities of all ca-dastral offices, as well as the selected cadastral office. Based on the acquired knowledge, changes are proposed at the end of the work, which could simplify and streamline the pro-cess of administrative proceedings.
