Territorial Protection as an Integral Part of Environmental Policy: the EU and the Czech Republic

Abstract:

Ochrana přírodně významných a zajímavých území má v naší zemi velikou tradici. Do historie ochrany významných lesních porostů se velkou měrou zapsal český král Karel IV., později se objevují snahy o záchranu pralesů a významných krajinných prvků. V novodobých dějinách je nutno upozornit na vznik velice kvalitní legislativy z padesátých a šedesátých let dvacátého století. Na jejím základě vznikly na území Čech národní parky a státní přírodní rezervace, které byly v roce 1992 přejmenovány na národní přírodní rezervace. Po roce 2000 vznikají na základě směrnice EU nové typy chráněných území označované NATURA 2000, která se rozlišuje na dva typy – Ptačí oblasti a Evropsky významné lokality. Jejich zavádění do systému ochrany přírody v ČR na jedné straně rozšiřuje chráněné lokality na našem území, na straně druhé nabourává kvalitní a historicky ověřenou národní soustavu chráněných území. Cílem této bakalářské práce je vymezení postavení územní ochrany v environmentální politice Evropské unie a České republiky jak z hlediska historického vývoje a současnosti, tak z pozice legislativního rámce a společenských postojů.

Abstract:

The protection of naturally significant and interesting territories has had a long tradition in our country. The Czech king Charles the IV was significantly contributed to the history of the protection of important woods, other pursuits of forest and interesting landscape features protection started to appear later. In modern history, we should point out the establishment of a very high quality legislation from 1950s and 1960s. On its base, the national parks and state owned nature reserves on the Czech territory were created, the later being renamed to National Nature Reserves in 1992. After 2000, according to the EU directives, new types of protected areas known as NATURA 2000 were established. Two types are distinguished: Special Protection Areas and Sites of Community Importance. Their integration into the system of nature protection in the Czech Republic expands protected areas on our territory on one hand, while on the other hand destroys the high quality system and a historically verified national network of protected areas. The aim of this bachelor thesis is to define the position of territorial protection in environmental politics of the EU and the Czech Republic, both in terms of historical development and present, as well as from the position of legislation framework and social attitudes.
