Abstract:

Tato bakalářská práce na téma Vývoj politiky boje proti terorismu v ČR a SR, komparativní případová studie (1993-2017) se zabývá problematikou terorismu a vývojem protiteroristických strategií na příkladu dvou středoevropských republik. V teoretické části se práce soustředí na různé aspekty a definice terorismu a na vývoj určitých protiteroristických politik. Mimo to se práce snaží posoudit možná rizika teroristického útoku proti České republice a Slovensku a pomocí statistik vyhodnocuje již realizované útoky a incidenty s teroristickým podtextem, ve srovnání se zbytkem Evropské unie. Hlavním cílem práce bylo zhodnotit hrozby ze strany terorismu, jimž tyto dvě země mohou čelit, jakož i posoudit vývoj jejich protiteroristických dokumentů a zároveň vše propojit s bezpečnostní a politickou situací v obou zemích a v zahraničí. Tato bakalářská práce pracuje s množstvím různých zdrojů dat. Jedná se o odborné publikace, tisková prohlášení, prohlášení a programy politických stran, informace z vládních webových stránek, protiteroristické strategické dokumenty, online databáze teroristických činů a veřejné informace od zpravodajských služeb. Data ze všech těchto zdrojů byla důkladně analyzována pro všechny zmínky, které by mohly být spojeny s bojem proti terorismu a bezpečnostní situací. Tato práce došla k závěru, že Česká republika a Slovensko lze ve srovnání se zbytkem Evropské unie považovat za velmi bezpečné země minimálně ohrožené hrozbou teroristického útoku. Vývoj protiteroristických politik v obou zemích je do značné míry podobný. Zejména proto, že jejich politický kultura je založena na stejných zásadách, a také proto, že obě sledované země byly téměř jedno století součástí společné federace.

Abstract:

This thesis on the topic of "Development of counter-terrorism policy in the Czech Republic and Slovakia, comparative case study (1993-2017)" is trying to tackle the issue of terrorism and counter-terrorism policy development in the comparison of two Central European republics. Aside from the theoretical part focusing on the various aspects and definition of terrorism and actual development of certain counter-terrorist policies. It is also evaluating the threat of terrorist attacks against the Czech Republic and Slovakia, as well as the statistics of such attacks and incidents in the specified timeframes. That all in comparison with other European Union countries. The main goal of the work was to evaluate terrorism threats these two countries could face, as well as to evaluate the development of their strategic security documents, while linking it to the security and political situation in Europe and at home. The thesis works with a multitude of various data resources. Such as professional literature, press statements, political programs and statements, information from government websites, strategic counter-terrorism documents, online terrorism databases or public statements from intelligence agencies. Data from all of these sources have been thoroughly analyzed for all of the mentions that might be connected with the fight against terrorism and security situation in general. Outcome of this thesis states that the Czech Republic and Slovakia could be considered very safe countries, compared to the rest of the European Union, with a minimal threat of terrorist attack against them. The development of their counter-terrorism policies is largely similar, mainly due to the fact that their political culture is based on the same principles. Moreover, they were part of a common federation for almost a century.
