The alternative perspective on virtual currencies in the EU

Abstract:

Cílem mé bakalářské práce je komplexní zhodnocení virtuálních měn jak z pohledu centrálních bank EU, tak z pohledu koncového uživatele. Snaha byla o zmapování veškerých výhod i nevýhod plynoucích z využití virtuálních měn jakožto alternativního platebního prostředku. První polovina práce podává teoretický základ o penězích a platebním styku, do jehož kontextu je problematika "kryptoměn" zasazena. Velká část je také věnována elektronickým penězům, nejpodobnějšímu regulovanému platebnímu prostředku virtuálním měnám. Zabývám se zde i legalizací výnosů z trestné činnosti a financování terorismu, abych čtenáře připravila na všechny oblasti, jichž se virtuální měny nejvíce dotýkají. Druhá část práce je věnována právě virtuálním měnám, jejich vývoji, samotné definici a kategorizaci a představuji v současnosti dva nejužívanější představitele bitcoin a ripple. Pochopením fungování virtuálního platebního systému na těchto dvou příkladech je snazší se orientovat v závěrečné fázi této práce, kde jsou představena především všechna rizika, kterým jsou účastníci platebního systému a centrální banky vystaveni. V příloze této práce je poskytnut ucelený rámec národních postojů zemí EU k virtuálním měnám jako prostředku směny.

Abstract:

The aim of my bachelor thesis is a comprehensive evaluation of virtual currencies in terms of both European central banks and user's perspective. There is an attempt to map all the advantages and disadvantages of the use of virtual currencies as an alternative means of payment. The first part of the work gives a theoretical background on money and payment system, in which context the issue of cryptocurrency is involved. A significant part is also dedicated to electronic money, the most similar regulated means of payment to virtual currencies. I also mention money laundering and terrorist financing to prepare the reader for all areas covered by the virtual currencies. The second part is devoted to virtual currencies, their evolution, the very definition and categorization. Furthermore, I introduce currently the most used two means Bitcoin a Ripple. Understanding of the functioning of the virtual payment system based on these two examples, it is then easier to go through the final part of this work. Primarilly, all the risks, to which participants in the payment system and central banks are exposed, are summarized. The complete framework of national attitudes of EU countries to virtual currencies as a medium of exchange is provided in Appendix.
