VAT in public administration

Abstract:

Bakalářská práce „DPH ve veřejné správě“ je zaměřena na výklad základních pravidel a postupů při aplikaci zákona o dani z přidané hodnoty u územně samosprávných celků, (tj. krajů, obcí) a jimi zřízených příspěvkových organizací. Účelem této práce je stručný výklad aplikace daně z přidané hodnoty (dále jen DPH) u krajů a obcí a u jimi zřízených organizací, které jsou napojeny na jejich rozpočet. Výklad dané problematiky je popsán srozumitelným a přehledným způsobem tak, aby jí porozuměla široká veřejnost. Práce je členěna do čtyř kapitol. V první kapitole se čtenář seznámí se základní charakteristikou DPH. Druhá kapitola je věnována DPH a jeho vlivu na územně samosprávní celky. Ve třetí kapitole se seznámíme s dopadem DPH na hospodaření krajů, obcí. Ve čtvrté kapitole je uveden vzorový případ na DPH a zpracováno daňové přiznání.

Abstract:

The bachelor thesis entitled "VAT in the Public Administration" focuses on the interpretation of the basic rules and procedures of the application of the law of value added tax in relation to local governments (regions, urban areas) and allowance organizations established by them. The purpose of this thesis is a brief explanation of the application of value added tax (hereinafter referred to as VAT) levied by regional and urban governments and with regard to the allowance organizations set up by these local authorities which are linked to their budget. The interpretation of the issue at hand is described in a clear and transparent manner so that it is understood by the general public. The thesis is divided into four chapters. In the first chapter, the reader introduces to the basic characteristics of VAT. The second chapter is concentrated on VAT and its impact on the local governments. In the third chapter is shown the impact of VAT on the economy of regions, urban areas. The fourth chapter is presented a model case of VAT and an example of a complete tax return procedure.
