Possibilities of commercial insurance in relation to health insurance's reformation

Abstract:

Zdravotnictví patří bezesporu ke klíčovým a nejdůležitějším odvětvím každého vyspělého státu. Zatímco struktura, uspořádání a principy fungování jednotlivých dílčích složek systému bývají pro každou zemi individuální, nalezneme v této oblasti i určitého společného jmenovatele, jímž je otázka financování. Touto problematikou se zabývají především příslušné orgány státní moci, neboť v případě České republiky je to právě stát, jenž je majoritním subjektem zabezpečujícím finanční toky veřejného zdravotního systému. Vyčlenění dostatečného množství peněžních prostředků se však vzhledem k neustále rostoucí míře zadlužení stává stále větším problémem, jenž je řešen již několik let prováděním více či méně úspěšných reforem. A právě nedostatek financí ve veřejném sektoru přivádí na trh nové nástroje komerčních subjektů, poskytující specifickou formu krytí následků zdravotních rizik v podobě finanční kompenzace. Jejich stěžejním produktem je soukromé zdravotní pojištění, přičemž analýza jeho využití a následné návrhy stimulující růst poptávky po tomto finančním instrumentu jsou cílem této diplomové práce.

Abstract:

Health care belongs definitely to key and the most important branches of each developed country. While a structure, arrangement and operation´s principles of particular components of the system used to be different for countries in general, there is also one common denominator in this sector, a question of financing. With this issue are concerned primarily responsible state power´s authorities, because in case of Czech republic, there is exactly a government, who is a majority subject securing financial flows in public health system. However, determination of adequate financial mean´s amount becomes still larger problem in relation to constantly increasing debt ratio, that has been resolved already for several years by accomplishment of more or less successful reforms. And it is precisely the lack of finance in public sector, that brings new commercial organization´s instruments on the market providing a specific form of consequence´s covering caused by health risks in the way of financial compensation. Their principal product is called a private health insurance, where the application´s analysis and follow-up proposals supporting a demand´s growth of financial services like this are both the dissertation´s aim.
