Evaluation of the Financial Management of a Territorial Self-Governing Unit

Abstract:

Cílem této bakalářské práce je provést analýzu hospodaření města Blanska v letech 2017-2022. K zjištění výsledků byly použity metody finanční analýzy. První část bakalářské práce se zaměřuje na literární rešerši ohledně dané problematiky hospodaření obcí a legislativní rámec veřejných financí z pohledu obcí, jakožto územně samosprávných celků. Praktická část se věnuje analýze a zhodnocení vybraných aspektů hospodaření města Blanska. Byl analyzován skutečný rozpočet města metodami finanční analýzy, ale také dílčí ukazatele, které souvisejí s hospodařením města. Na základě zjištěných výsledků bylo zjištěno, že město Blansko hospodaří odpovědně s důrazem na zhodnocení přebytkových finančních v investičních projektech. Současně byly doporučeny návrhy na zlepšení hospodaření města, a to především na straně příjmů.

Abstract:

The goal of this thesis is to perform an analysis of the financial management of the town Blansko from 2017 to 2022. Financial analysis methods were used to determine the results. The first part of the thesis focuses on a literature review regarding the issue of municipal economy and the legislative framework of public finances from the perspective of municipalities as territorial self-governing units. The practical part is devoted to the analysis and evaluation of selected aspects of the financial management of the city Blansko. The actual budget of the city was analyzed using financial analysis methods, as well as specific indicators related to the city's financial management. Based on the findings, it was determined that the city Blansko manages its finances responsibly with an emphasis on valuing surplus funds in investment projects. Recommendations were also made for improving the city's financial management, particularly on the revenue side.
