Analysis of pension system - comparison of system in selected countries

Abstract:

Předložená práce je zaměřena na analýzu českého důchodového systému v souvislosti s chystanou důchodovou reformou. V první části je provedeno srovnání důchodového systému České republiky a Německa s cílem uvést jejich přehlednou charakteristiku a definovat hlavní rozdíly. Druhá část je pak věnována důchodové reformě, kde je popsán vládní návrh důchodové reformy a doporučení Poradního expertního sboru z roku 2010. Jejich srovnáním dochází ke zhodnocení vládního návrhu a k vymezení s ním spojených rizik. Ze závěru vyplývá, že nejvážnější riziko představuje případný nízký zájem občanů o účast v reformovaných penzijních fondech, které jsou všeobecně považovány za nedůvěryhodné. V souladu se zjištěnými skutečnostmi je na konci práce zařazen i návrh optimalizace důchodové reformy s respektováním základních charakteristik daných vládním návrhem.

Abstract:

The presented thesis focuses on the analysis of the Czech pension system in connection with the upcoming pension reform. The pension system of the Czech Republic and Germany are compared in the first part and its aim is to introduce the general characteristics of both systems and to define their main differences. The second part covers the pension reform itself and contains the government bill on the pension reform and the Advisory Expert Board recommendation from 2010. The government bill can be evaluated and the related risks can be identified by comparing these two documents. It is clear from the conclusion that a low interest of citizens in participation in the reformed pension funds, which are generally considered untrustworthy, presents the most serious risk. In compliance with the observations a proposal for optimalisation of the pension system has been added to the thesis which respects the basic characteristics of the government bill.
