The forgotten pillar of the Scandinavian welfare state? Towards process-oriented modelling of moral background

Abstract:

Předkládaná práce se zaměřuje na skryté hodnotové předpoklady tzv. Severského modelu. Vycházejíc z předpokladu, že méně patrné charakteristiky jednoho objektu nejlépe vyvstanou v dobách konfliktu v kontrastu k jinému, se autor zaměřil na komparaci boje za zachování těžebních limitů v severních Čechách a boje proti zahájení těžby ropy u Norských Lofot. S pomocí nástrojů francouzské pragmatické sociologie zkoumá způsoby, jakými se lidé vztahují ke světu, vyjadřují své obavy, zapojují se do politické akce, konstruují a obhajují to, co považují za spravedlivé. Hlavním cílem práce je zachytit a porovnat morální očekávání účastníků každého z konfliktů a potažmo upozornit na jejich důležitost pro legitimizaci konkrétního modelu vládnutí. Přehlížením tohoto hlediska mohou úředníci přispět k prohlubování propasti mezi občany a systémem.

Abstract:

The present master thesis seeks to tackle the implicit moral background underlying the so-called Nordic model. Can we presume that the political practices common in the Nordic countries and entrenched in their local moral expectations, would be perceived as equally just in the Czech context? In order to map the socially acknowledged ways of relating to the world in case of the resistance against breaching the territorial limits to brown coal mining in the Czech Republic and the struggle for an oil-free Lofoten, Vesterålen and Senja in the Norway, the thesis draws on the analytical framework inspired by the new French pragmatic sociology of Boltanski and Thévenot. Which voices in the respective cases are being silenced and who gets all the attention? Which discourses are perceived as more salient in the arguing for the public good than others? How different engagements and principles of evaluation coincide? What material proofs can effectively ground one’s claims? As we start disentangling the riddle by working forward through such questions, our processual model reveals the differences and resemblances in the ways studied communities construe what is just and legitimate. Discrepancies of this kind can present an obstacle for implementation of welfare policies inspired by Nordic model in the Czech context.
