Satisfaction of users with e-government services - the case of National Electronic Instrument

Abstract:

Cílem diplomové práce je identifikovat kritéria spokojenosti a silné a slabé stránky Národního elektronického nástroje (NEN) z pohledu jeho uživatelů. NEN byl v ČR vytvořen pro účely e-zadávání a pro některé typy zadavatelů je jeho využívání povinné. Funkčnost tohoto nástroje byla dosud mnohokrát kritizována. Přesto zatím neexistuje výzkum, který by se věnoval spokojenosti s jeho funkcionalitami. Uživateli NEN jsou zadavatelé, dodavatelé a externí administrátoři, kteří zakázky administrují na základě dohody se zadavateli. Obecně se tedy jedná o všechny subjekty pohybující se na trhu veřejných zakázek. Práce se bude zaměřovat na spokojenost úředníků vybraných typů úřadů, které mají uloženou povinnost NEN používat a prokazatelně s ním pracují, pokud jejich úřad nezískal výjimku z používání NEN.

Abstract:

This diploma thesis aims at the identification of the satisfaction criteria, strengths and weaknesses of the National Electronic Instrument (NEN) from the perspective of its users. In the Czech Republic NEN was created for e-procurement purposes and for various types of contracting entities its use is mandatory. The functionality of this tool has been criticized several times. Nevertheless, any research targeting the satisfaction of its functionalities hasn´t been performed yet. The users of NEN are contracting authorities, suppliers and external administrators, who administer contracts based on an agreement with contracting authorities. In general, therefore, the users are considered to be all the entities operating on the public procurement market. This thesis focuses on the satisfaction of officials of the selected types of authorities that are obliged to use NEN and demonstrably work with it unless their authority has obtained an exception to use it.
