Changes of Tax and Social Policy after 2008 and their Economic Impacts

Abstract:

Daňový a sociální systém je jedním z účinných opatření státu, kterým je možné regulovat příjmy a výdaje (zejména mandatorní výdaje) státního rozpočtu a tím udržovat stabilitu životní úrovně obyvatelstva. V České republice se tento systém začal aktivně měnit v roce 2007 přijetím nových daňových i sociálních reformních kroků. Hlavním důvodem těchto změn je především dlouhodobá neudržitelnost veřejných financí a rostoucí zadlužování státu. Nejdůležitější daňové a sociální reformy účinné od roku 2008, 2009 a částečně i 2010 a 2011 jsou předmětem této bakalářské práce. Cílem těchto reformních změn bylo vytvořit jednodušší, adresnější systém, který by byl méně zneužitelný. Podstatným bodem je přijetí důchodové reformy s účinností od 1.1.2010. Ta by měla dlouhodobě stabilizovat důchodový systém v České republice. V důsledku finanční krize lze v následujících letech očekávat přijetí mnoha dalších změn s vlivem na příjmovou a výdajovou stránku státního rozpočtu.

Abstract:

Being one of the effective measures of state, tax and social system makes it possible to regulate incomes and expenses (particularly mandatory expenses) of the governmental budget and thereby maintain the living standard of the population stable. In the Czech Republic the active change of the system was started in 2007 by adoption of the new tax and social reformatory measures. A primary reason of the changes was especially a long-term unsustainable situation of public finance and increasing indebtedness of the state. The subject of this bachelor’s work are the most significant tax and social reforms, which were brought into effect from 2008, 2009 and partially also from 2010 and 2011. The objective of these reform changes was to set up a simpler, more direct and less exploitable system. Fundamental point is a reception of a pension reform, which came into force on January 1st, 2010. The pension reform should long-term stabilize a pension system in the Czech Republic. We can expect that many other changes are going to be accepted within the following years as a consequence of a financial crisis with the aim to influence the incomes and expenses of the state budget.
