Reforms of Common Agricultural Policy in the 90s and the process of world trade liberalisation in the field of agricultural products

Abstract:

Předmětem této bakalářské práce je analýza vývoje Společné zemědělské politiky (SZP) Evropské unie od 90. let 20. století do současnosti. Jsou zkoumány dopady uskutečněných reforem SZP (McSharryho reforma, Agenda 2000, reforma z roku 2003, vycházející ze Střednědobé zprávy o SZP) na mechanismus poskytování zemědělských dotací a na základní principy a cíle SZP. Autor se také zabývá rolí, kterou v procesu transformace SZP sehráli různí aktéři, a to jak aktéři z pohledu EU vnitřní (Komise, Rada, členské země, lobby), tak vnější (Světová obchodní organizace a její členové). Paralelně s analýzou SZP se práce soustřeďuje i na průběh multilaterálních rozhovorů o liberalizaci světového obchodu se zemědělskými výrobky v rámci tzv. Uruguayského a Katarského kola a zabývá se vzájemným vztahem těchto dvou procesů modifikace SZP a jednání na půdě Světové obchodní organizace.

Abstract:

The aim of this work is to analyse a development of the common agricultural policy (CAP) since 1990s. Changes of the CAP which were carried out by McSharry reform, Agenda 2000 and lastly in 2003 by the reform that referred to the Mid-Term Review of the CAP, are in the focus of the work. Throughout the work, the author examines adjustments in the european system of agricultural support, that took place as results of undertaken reforms. Special attention is paid to actors involved in agricultural policy reform process, whether they find themselves inside EU (the Commission, the Council, the Member states, interest groups) or outside the Union (World trade organization and its members). Multilateral negotiations on agricultural trade liberalization within WTO are also analysed, mainly as an important external source of pressure for transformation of the CAP.
