Cohesion Fund and Structural Funds – Development in EC and Implementation in CR in 2007-2013

Abstract:

Politika soudržnosti nebo také kohezní politika či politika hospodářské a sociální soudržnosti, jež je naplňována prostřednictvím strukturálních fondů a Fondu soudržnosti, je politikou s výrazným růstovým potenciálem oproti ostatním politikám Evropské unie. Je jí tedy kladen stále větší význam a veřejností je striktně střežena. Práce si tak stanovila za cíl představit základní okruhy této problematiky strukturálních fondů a Fondu soudržnosti při zdůraznění jejich vývoje, obecných pravidel a implementace v ČR v letech 2007-2013. Strukturální fondy a Fond soudržnosti jakožto nástroje politiky soudržnosti napomáhají docílení primárního záměru této politiky, tedy dosažení hospodářské a sociální koheze. Pro dosažení jejich účelu byly ustanoveny předpisy, které v návaznosti na dlouhodobý strategický přístup tvoří soudržný rámec politiky soudržnosti. Racionalizovaná legislativa kohezní politiky opírající se o zjednodušení administrativy a pravidel řízení tak při současném dosažení jednoduchosti a efektivnosti umožňuje přínos konkrétních výsledků této politiky.

Abstract:

Cohesion policy, or more specifically, economic and social cohesion policy, being implemented through the Structural Funds and the Cohesion Fund, has a significant growth potential when compared to other policies of the European Union. This is why an ever greater importance is attached to it and it is closely watched by the public. My thesis therefore tackles the fundamental issues of this topic, with emphasis put on the development of the Structural Funds and the Cohesion Fund, general rules applied to them, and their implementation in the Czech Republic in 2007-2013. The Structural Funds and the Cohesion Fund, as instruments of cohesion policy, help to achieve the primary goal of this policy, i.e. economic and social cohesion. To achieve their purpose, regulations have been set up which, coupled with a long-term strategic approach, represent a coherent framework for cohesion policy. Rationalized legislation, based on simplified and more effective administration and management rules, plays a pivotal role in achieving the principal goals of cohesion policy.
