The Influence of Gender Distribution in the Governing and Advisory Bodies of a Selected Political Party on the Development of Campaign Topics in the Fields of Social Policy and Social Work in the Election to the House of Deputies of the Czech Parliament

Abstract:

Politicky ideový směr sociální politiky, kterým se ubírá naše země, se odvíjí od rozhodnutí naší politické reprezentace. Za nežádoucí považuji stav, kdy demografické rozložení obyvatel s ohledem na gender je velmi vyrovnaný, ale zastoupení mužů a žen v politice tomu neodpovídá. Nejedná se však jen o jednotlivé politické představitele, ale i o funkcionáře a poradce, kteří též tvoří prvky a základy jednotlivých rozhodnutí a následně je implementují do volebního programu dané politické strany. Nežádoucí tedy je, že poměr mužů a žen, kteří se podílejí na tvorbě volebního programu, neodpovídá poměru celé populace, což se projevuje na výsledcích jejich práce. Díky tomu často dochází ke kladení nedostatečné pozornosti a především k nedostatečnému přerozdělování finančních prostředků do některých oblastí, například do oblasti sociální a zdravotnické. Tato práce se snaží na příkladu vybrané politické strany sledovat, jaký vliv má genderové rozložení v řídících a poradních orgánech na vývoj předvolebních témat v oblasti sociální politiky a sociální práce ve volbách do PS PČR.

Abstract:

The political-ideological course of social policy in our country depends on the decisions of our political representation. I consider the fact that the demographic distribution of the population in regard to gender is very balanced but the representation of men and women in politics does not correspond to this as undesirable. However, this does not only concern the positions of individual political representatives, but also those of officers and advisor who creates the elements and bases of individual decisions and subsequently implement them into the electoral program of individual political parties. Therefore, the undesirable fact is that the ratio of men and women who are involved in the formation of the electoral program does not match the proportion of the entire population, which is reflected in the results of their work. Due to this, insufficient attention and above all, insufficient redistribution of funds to some areas often occur, for example in the matters of social security and health care. This work attempts to observe what effect gender distribution in the governing and advisory bodies of a selected political party has on the development of campaign topics in the field of social policy and social work in the election to the House of Deputies of the Czech Parliament.
