Cooperation Among Subjects Involved in Social Work with Families with Children with Disability who are at Risk of Social Exclusion

Abstract:

Cílem této diplomové práce je popsat vzájemnou součinnost subjektů řešících sociální situaci dítěte se zdravotním postižením v rodině ohrožené sociálním vyloučením. Toto závažné a dosud neprobádané téma prozkoumáváme v rovině teoretické na území ČR a v rovině empirické na území města Ostravy. Ve výzkumné části hledáme odpověď na dvě hlavní výzkumné otázky, které řešíme kvalitativní výzkumnou strategií, metodou zakotvené teorie. Získaná data analyzujeme technikou otevřeného, axiálního a selektivního kódování. Hlavním výstupem práce je zjištění, že součinnost systémově odpovědných orgánů SPOD na území města Ostravy, s výskytem sociálně vyloučených lokalit, na jejich správním území, probíhá při řešení této situace dítěte se subjekty zdravotními, školskými, s jinými odbory orgánu obce, s Úřadem práce, se sociálními službami pro rodiny s dětmi v nepříznivých sociálních situacích a se sociálními službami pro rodiny pečující o dítě se zdravotním postižením. Je patrná absence propojení sociálních služeb pro rodiny pečující o dítě se zdravotním postižením současně s organizacemi pro rodiny s dětmi v nepříznivých sociálních situacích, při řešení této situace. Dále bylo zjištěno, že rodinám spolupracujícím se sociálními službami pro rodiny s dětmi v nepříznivých sociálních situacích, jsou zpřístupňovány v součinnosti služby zdravotní, poradenské, diagnostické, vzdělávací a informace o nárocích na sociální dávky. Avšak propojení sociálních služeb zaměřených na tyto různé cílové skupiny sociální práce není na systémové úrovni v praxi zpravidla realizováno a není rovněž rodinami pečujícími o dítě/děti se zdravotním postižením v ohrožení sociálním vyloučením, žijícími na území města Ostravy, vnímáno.

Abstract:

The aim of this thesis is the description of the interaction between subjects addressing the social situations of disabled children in families which are at risk of social exclusion in Czech Republic. At least at theoretical level, exploration of this serious and yet unexplored matter, is being made for the purpose of this paper at the vicinity of the city of Ostrava. Two main subjects of the research section of this paper are being addressed in the context of qualitative research strategy based on observed reality, followed by methods of axial and selective coding. Its main output is the finding that there is close interaction among SPOD (authority responsible in the field of social and legal protection of children concerning socially excluded localities in its administrative divisions), and subjects such as health care services, schools, civil authorities, labour offices, social services for families in difficult social situations and social services for families taking care of children with disabilities. However, research results don?t include cooperation between social services for families caring for children with disabilities, and organizations providing care for families in difficult social situations, when dealing with situation described above. Furthermore, it is being found that for families cooperating with social services aimed to help families in difficult social situations, is available broad spectrum of social services which are provided by health services, counseling services, diagnostic services, as well as educational and informational services concerning entitlements to social benefits. However, the interconnection of social services aimed at these different target groups of social services, is not well implemented in practice at this level of system, especially concerning families living in the city of Ostrava, which are caring for a child / children with disabilities, and which are at risk of social exclusion.
