The effect of the institutional environment on mobile telephony

Abstract:

Tato disertační práce analyzuje institucionální prostředí na telekomunikačním trhu a dále rozšiřuje empirické studie o analýzu vlivu institucí na trh mobilních telekomunikačních služeb. Cílem práce je ověřit, zda institucionální prostředí ovlivňuje výstup tohoto odvětví a jaké má institucionální prostředí daného státu vliv na užitek koncových uživatelů mobilních telekomunikačních služeb. Výsledky odhadů naznačují platnost předpokladů institucionální ekonomie, tedy že institucionální prostředí má významný dopad na ekonomický vývoj země a tím i na užitek samotných spotřebitelů. Před praktickými kapitolami je nejprve představena historie mobilních telekomunikačních služeb, jejich vývoj a dále jsou diskutovány rozdíly tohoto trhu od ostatních trhů v ekonomii. Blíže jsou popsány koncepty regulace a je představena liberalizace a regulace odvětví telekomunikací v České republice. Praktické kapitoly potvrzují, že institucionální prostředí a regulace mohou významně ovlivnit výstup tohoto odvětví. Zaprvé výsledky dokazují, že mobilní telekomunikační služby mají pozitivní vliv na ekonomický růst. Stejně tak ukazují, že konkurenční prostředí a nastavení samotné regulace může ovlivnit užitek spotřebitelů. Na příkladu vstupu mobilních virtuálních operátorů (MVNO) v České republice v roce 2013 práce dokazuje negativní vliv na průměrnou cenu volání v mobilních sítích, stejně tak na průměrný měsíční výnos na zákazníka (ARPU). Což potvrzuje domněnku, že prolomení bariér vstupu na trh má pozitivní vliv na užitek spotřebitele. Naopak vyšší míra korupce v dané zemi může negativně ovlivnit konkurenci na trhu mobilních telekomunikačních služeb, což by potvrzovalo teorii regulatorního zajetí. Přínosem této práce je bližší prozkoumání institucionálního prostředí na mobilní telekomunikační služby s tím, že státy s více regulovaným trhem mobilních telekomunikačních služeb a vyšší mírou korupce mají tendenci být méně efektivní. Závěry této práce mohou být využity zákonodárci a regulačními orgány pro nastavení vhodného institucionálního prostředí, které bude mít pozitivní dopad na užitek spotřebitelů těchto služeb.

Abstract:

This dissertation thesis analyses the institutional environment in the telecommunication market and further extends empirical studies on the analysis of the impact of institutions on the mobile telecommunication market. The aim of this thesis is to investigate whether the institutional environment affects the output of this industry and how the institutional environment of the country affects the utility of end users of mobile services. The results of the estimates indicate the validity of the conclusions of institutional economics, that the institutional environment has a significant impact on the economic development of the country and thus on the utility of consumers. Before the empirical chapters, the history of mobile telecommunication services, their development and the differences between this market and other markets in the economy are discussed. Theories of regulation are described in detail, and liberalization and regulation of the telecommunications sector in the Czech Republic are introduced. Empirical chapters then show that the institutional environment and regulation can significantly influence the output of this sector. Firstly, I show that mobile telecommunication services have a positive impact on economic growth. However, the competitive environment and the regulation itself could affect consumer’s utility. Using the example of mobile virtual network operators entry in the Czech Republic in 2013, shows a positive effect on the average price of mobile calls, the average number of mobile minutes per customer and negative impact on average monthly revenue per customer, I hereby confirm the assumption that breaking the barriers to entry has a positive effect on the consumer`s utility. On the other hand, a higher level of corruption in a country can negatively affect competition in the mobile market, which would confirm the theory of regulatory capture. The contribution of this thesis is a closer examination of the institutional environment for mobile telecommunication services, where I conclude that states with a more regulated mobile market and higher levels of corruption tend to be less efficient. The conclusions of this thesis could be used by legislators and regulatory authorities to set up an appropriate institutional environment that will have a positive impact on the welfare of consumers of these services.
