The Provincial Politics and State Finance in 17th Century Moravia

Abstract:

Tématem disertace je formování státu ve středoevropských podmínkách 17. století. Navazuje přitom na dvě historiografické tradice – domácí a zahraniční. V českém prostředí se vývoj státních struktur zkoumal dosud především na poměrech do r. 1620 a ani obnovený zájem o dobu baroka z posledních let na této skutečnosti mnoho nezměnil. V evropském kontextu pak již několik desetiletí probíhá intenzivní diskuze o pojmu absolutismus, o jeho adekvátní náplni a oprávněnosti. Disertace se snaží na tuto diskuzi prostřednictvím empirického výzkumu navázat a současně nabídnout koncept politického postavení jedné z dědičných zemí v rámci složené habsburské monarchie. Výchozím bodem je zde obrat k obsahu politiky, který tvořil dominantní náplň komunikace mezi mocenským centrem a zemí. Touto náplní bylo bernictví a nutnost finančně a hmotně saturovat nároky rostoucí stálé armády. Daně zde tedy nepředstavují autonomní téma, mnohem více nás zajímá politická cesta, která k výsledné daňové skladbě vedla, způsob jejich aplikace do praxe a efektivitu. S tím je spojen také výzkum organizace vojenství na zemské úrovni, neboť odvádění daní lze v jistém smyslu chápat jako jeho součást.

Abstract:

The topic of the dissertation is state building under Central European conditions in 17th Century. It follows two historiographical traditions: domestic and foreign. In Czech background, the development of state structures was explored focusing so far on the situation until 1620 and even the recent renewed interest in baroque period hasn´t changed this fact. In European context, an intense and ongoing discussion of the term absolutism, of its adequate content and legitimacy takes place several decades already. The dissertation aims to pick up on the discussion by an empirical research and at the same offer the concept of political status of a hereditary land in the composite Habsburg monarchy. Our starting point is the turn to policy substance, which represented a dominant content of the communication between the centre of power and the land, this content being taxation and the need to meet the financial and material requirements of the growing regular army. Thus, the taxes do not represent an autonomous issue here, we are much more interested in the political way leading to final tax mix, its practical application and efficiency. This is also connected to the analysis of the military organisation on the land level, because the tax payment can be, in some sense, seen as its part.
