Independent central bank phenomenon in modern monetary system and its influence on international politics

Abstract:

The goal of this paper is, by using unorthodox theoretical perspectives (Modern Monetary and Post-Keynesian Theory), to identify political (power) relations not yet analyzed in the fields of international relations and international political economy. It is argued that, according to the conclusion, based on the perspectives above, of interconnectedness and conditioning between the spheres and phenomena of money, market and state, the ability of the state to mobilize resources is contingent on its control of the creation and allocation of money-instruments (money). In contrast, standard (neo)liberal, or broader defined (neo)classical, perspectives base their analysis on the separation and autonomy of these social spheres; one of their implications is the independent central bank phenomenon. This phenomenon, according to theoretical premises of this paper, is identified as having political (power) implications in the form of a loss or limitations of state power. Besides this conclusion, there is another relevant implication identified – the existence of a transnational actor that has the power to mobilize resources; meaning he has the ability to influence international politics and the structure of the international system. The empirical bases for the analysis presented in this paper are anthropological and historical studies of the money phenomenon, as well as the creation, evolution and functions of American and British central banks.

Abstract:

Cieľom tejto práce je pomocou neortodoxných teoretických prístupov (modernej monetárnej a post-keynesiánskej ekonomickej teórie) identifikovať, doteraz v obore medzinárodných vzťahov a medzinárodnej politickej ekonómie neanalyzované, politické (mocenské) väzby, ktoré ovplyvňujú medzinárodnú politiku. Na základe záveru o prepojenosti a podmienenosti sfér a fenoménov peňazí, trhu a štátu je argumentované, že schopnosť štátu mobilizovať zdroje, závisí od jeho schopnosti kontrolovať tvorbu a alokáciu peňažných prostriedkov (peňazí). V protiklade s týmto záverom sú štandardné (neo)liberálne, či širšie pomenované (neo)klasické prístupy, ktoré vychádzajú s predpokladu separácie a autonómie spomenutých sociálnych sfér, a ktorých jeden z dôsledkov je aj fenomén nezávislej centrálnej banky. Na základe teoretických východísk tejto práce je potom tento fenomén identifikovaný ako majúci politické (mocenské) implikácie v podobe straty, či obmedzenia moci štátu. Ďalšou identifikovanou implikáciu je aj existencia nadnárodného aktéra, ktorý disponuje mocou mobilizovať zdroje, a teda má vplyv na medzinárodnú politiku ako aj štruktúru medzinárodného systému. Ako empirický základ tejto práci slúžia antropologické a historické štúdie fenoménu peňazí, ako aj vznik, vývoj a funkcie americkej a britskej centrálnej banky.
