Assessing the risk of readiness of the police, citizens in a violent attack on soft targets

Abstract:

V souladu se zadáním si tato práce klade za cíl provést analýzu rizik připravenost Policie České republiky a občanů při násilném útoku na měkké cíle. Práce se bude zabývat Policií ČR a jejími složkami. Autor práce se zaměří na skutečnost, jakým způsobem a zda jsou v dostatečně míře policisté na tyto mimořádné události před v průběhu a po ukončení připravování. U veřejnosti se pak autor práce zaměří na jejich připravenost a informovanost. Dále se bude věnovat subjektům měkkých cílů jako jsou nemocniční a školská zařízením. Toto téma bylo zvoleno z důvodu jeho aktuálnosti. Téma je aktuální v současné době a bude i v budoucnu. Volba tohoto tématu byla ovlivněna nedávnou situací aktivního střelce v FN Ostrava. Existují důvodné předpoklady rostoucího rizika útoku na měkký cíl v České republice, a to i z důvodů zvyšování těchto aktivit v okolních státech jako jsou např. Švédsko, Německo, USA atd. Práce směřuje k pochopení, co je to měkký cíl, jak pracují složky PČR a zlepšení informovanosti a připravenosti veřejnosti. Vlastní analýza rizik poté poskytne obraz o míře nebezpečí u srovnávaných aktiv.

Abstract:

In accordance with the assignment, this work aims to perform a risk analysis of the readiness of the Police of the Czech Republic and citizens in a violent attack on soft targets. The work will deal with the Police of the Czech Republic and its components. The author of the thesis will focus on the fact of how and whether there are sufficient police officers for these emergencies before, during and after the preparation. The author of the thesis will then focus on their readiness and information with the public. It will also focus on soft target entities such as hospital and school facilities. This topic was chosen because of its relevance. The topic is current and will be in the future. The choice of this topic was influenced by the recent situation of an active shooter at the Ostrava University Hospital. There are reasonable assumptions of the browning risk of a soft target attack in the Czech Republic, also due to the increase in these activities in neighboring countries such as Sweden, Germany, USA etc. The work aims to understand what a soft goal is, how the components of the Police work and to improve public awareness and preparedness. The risk analysis itself will then provide a picture of the degree of risk of the assets being compared.
