Electoral reforms in Papua New Guinea and theory of electoral engineering

Abstract:

Tato práce analyzuje volební reformy a jejich bezprostřední dopady na chování voličů a politiků v Papui-Nové Guinei. Problematika volebních reforem je zkoumána skrze koncept S. M. Shugarta, podle kterého je každá volební reforma důsledkem dvou příčin – inherentních a kontingenčních. První sféra zájmu práce se tedy zabývá otázkou, jak se mění volební systémy v Papui-Nové Guineji a jak lze místní změny volebních systémů uchopit pomocí dosavadních teoretických konceptů, které má politická věda k dispozici. Druhá sféra zájmu práce se týká volebního chování voličů a politiků a zkoumá, jakým způsobem se proměny volebního systému z relativně většinového na preferenční promítly do chování těchto aktérů. Teoretický předpoklad o účincích volebních systémů na chování zprostředkoval koncept centripetalismu, který klade důraz na akomodační účinky preferenčních volebních systémů.

Abstract:

This work analyzes electoral reforms and their direct impact on the behaviour of voters and political elite in Papua New Guinea. The issue of electoral reform is examined with respect to the views of M. S. Shugart who considers every electoral change as the consequence of two factors – inherent and contingent. The first sphere of interest dealt with, therefore, in this work is the question of how electoral systems changed in Papua New Guinea and how these changes can be analysed in the context of theoretical concepts of political science. The second sphere of interest deals with the electoral behaviour of the voters and poltical elite and analyzes how the changes in electoral systems influenced the paterns of their behaviour. The theoretical base for research into electoral behaviour draws on the concept of centripetalism which presupposes that preferential electoral systems have visible accommodative effects on the behaviour of the voters and the candidates.
