Fire Brigades as a part of state and municipal administration in the history of The Czech State

Abstract:

Tato práce zkoumá postavení, povinnosti a práva hasičských sborů nebo jiných institucí, zabezpečujících požární ochranu, a jejich začlenění do systému státní a místní správy v dějinách českého státu. Rozčleněna je do těchto historických období: - od prvních kroků ve středověku do 1. pol. 19. století, - od 2. pol. 19. století do r. 1918, rozdělení práv a povinností v souvislosti s vznikajícími profesionálními hasičskými sbory, - v samostatné Československé republice 1918 – 1939, - v době druhé světové války, - od osvobození v r. 1945 do pádu totality v r. 1989. Je analyzován historický vývoj, současný stav a předpokládané směry vývoje v budoucnosti, včetně porovnání se zahraničím v jednotlivých historických obdobích. Závěr obsahuje zhodnocení současného postavení hasičských sborů v systému státní a místní správy v České republice, návrhy a doporučení pro případná zlepšení a rozvoj s ohledem na očekávaný vývoj rizik jak v rámci státu, tak i situaci celosvětovou.

Abstract:

This work research position, duties and obligations of fire brigades or others units for firefighting, and their incorporating into the systems of state and municipal administration in the history of The Czech State. Research of the history is divided in this timeline: - From the first steps in the Middle Ages to the mid of the 19th Century, - From the mid of the 19th Century to the year 1918, dividing of obligations and rights in the conseqentions with the newly established volunteer and professional Fire Brigades, - In the Independent Czechoslovak Republic 1918-1939, - During the World War II, - From 1945 liberation to the fall of the totalitary regime in the year 1989. The historical development, the present state and future course visions are analysed and compared with history and present state in some foreign countries. In the last chapter is appraised thr present state of the Czech Fire and Rescue Brigades in the systems of state and municipal administration of the Czech Republic, with recomendations and suggestions for improvement and development of the systems, with considerations for future state of risks and emergencies in the frame of The Czech Republic and in the global measures.
