The European Central Bank and its role in the stabilization of the EU economy

Abstract:

V průběhu integračního procesu v Evropských společenstvích a následně v Evropské unii hrály výraznou roli evropské instituce. Vedle Evropské komise, Evropského parlamentu, Evropské rady, Rady ministrů a Soudního dvora se vytváří též evropský systém bank. Evropská investiční banka je institucí, která formou půjček pomáhá řešit významné investiční akce v jednotlivých členských státech a blíží se svými aktivitami ke klasickým peněžním ústavům. Role Evropské centrální banky je mnohem složitější a je jedním z výsledků, ale i podmínek měnové integrace. Cílem této práce není pouhá deskripce struktury a činnosti Evropské centrální banky. Nedávné události v souvislosti s řeckou ekonomickou krizí vedou autorku k zamyšlení nad stabilizační rolí ECB nejen v eurozóně, ale celé Unii a také nad tím, zda tato instituce i nadále zachovává svoji nezávislost na politických rozhodnutích zástupců jiných evropských institucí nebo dominantních členských států Unie.

Abstract:

European institutions played very important role during the integration process of European Communities and subsequently the European Union. Apart from the European Commission, the European Parliament, the European Council, the Council of Ministers and the Court of Justice, the European banking system was created as well. The European Investment Bank is an institution that helps to deal with important investments in the form of loans to individual member states. In terms of its activities, it is very similar to typical financial institutions. On the other hand, the role of The European Central Bank is very complex and is one of the results and conditions of monetary integration. The goal of this thesis is not a mere description of the structure and activities of The European Central Bank. Recent events concerning the Greek economic crisis lead the author into thinking about a stabilizing role of the ECB not only within the Eurozone, but about the European Union as the whole. It also brings questions about the possibility for this institution to maintain its own independence against political decisions of other European institutions’ representatives or of the EU’s dominant members.
