Fraternity with Benefits: The Colombian Response to the Venezuelan refugee crisis

Abstract:

Více než 6 milionů lidí bylo nuceno opustit Venezuelu kvůli zhoršujícím se sociálním, ekonomickým a politickým podmínkám v zemi, což mnohým brání v přístupu k potravinám a základním službám. Sousední Kolumbie je největší přijímající zemí venezuelských migrantů a uprchlíků a je obecně chválena za svou reakci na migraci. Proč Kolumbie udržuje relativně vstřícnou politiku vůči migrantům a uprchlíkům z Venezuely? Jaké výhody takový přístup zemi přináší? Prostřednictvím kritické diskurzivní analýzy projevů současného kolumbijského prezidenta Ivana Duqueho se tato práce snaží hlouběji prozkoumat přístup země s cílem odhalit účely, kterým by tato solidarita mohla sloužit, a politiku, která se za ní skrývá. Z analýzy vyplývají tři hlavní zjištění. Za prvé, Duqueho rétorika kolem venezuelské uprchlické krize slouží také jako prostředek k posílení a sjednocení kolumbijského národa. Zadruhé, zjištění naznačují externalizaci hranic USA do Kolumbie, což je téma, které dosud nebylo komplexně prozkoumáno. Za třetí, externalizační politiky vytvářejí systém řízení migrace, který má dalekosáhlé důsledky a podporuje problémové praktiky, jak je vidět na příkladu Kolumbie účastnící se komodifikace uprchlíků. Tato práce doplňuje důkazy, které zpochybňují západní politiku řízení migrace.

Abstract:

More than 6 million people were forced out of Venezuela due to deteriorating social, economic, and political conditions in the country, preventing many from accessing food and basic services. Neighboring Colombia is the biggest receiving country of Venezuelan migrants and refugees and has been widely praised for its migration response. Why has Colombia maintained a relatively welcoming policy towards Venezuelan migrants and refugees? What are the benefits such an approach brings to the country? Through critical discourse analysis of the current Colombian president Iván Duque’s speeches, this thesis seeks to examine the country’s approach more in-depth, aiming to uncover the purposes this solidarity might serve and the politics behind it. There are three main findings resulting from the analysis. First, Duque’s rhetoric surrounding the Venezuelan refugee crisis also serves as a means of strengthening and unifying the Colombian nation. Second, the findings hint at the US border externalization to Colombia, a topic so far not comprehensively explored. Third, the externalization policies create a system of migration management that has far-reaching consequences and encourages problematic practices, as seen in the example of Colombia participating in refugee commodification. This thesis adds to the evidence worldwide that puts Western migration management policies in question.
