Financing of Municipalities with a Focus on State Administration in Delegated Competence

Abstract:

Diplomová práce pojednává o problematice obcí se zaměřením na financování státní správy. Práce se soustředí na vybrané obce s rozšířenou působností ve Zlínském kraji, protože právě obce s rozšířenou působností vykonávají nejširší množství přenesené působnosti mezi všemi dalšími typy obcí. Cílem je představit současný model financování státní správy pro obce v ČR, následně provést analýzu na vybraných obcí s rozšířenou působností ve Zlínském kraji, identifikovat zásadní nedostatky a přijít s opatřeními ke zlepšení současného stavu. Pro metody analýzy byla využita hlavně data z Ministerstva vnitra ČR nebo Českého statistického úřadu, která jsou doplněna o bilaterální rozhovory s relevantními aktéry u obcí s rozšířenou působností. Z analýz následně vyplynulo, že největší podíl státní správy je financován prostřednictvím příspěvku na státní správu. Nicméně příspěvek v současné době nereflektuje skutečné potřeby obcí a obce jsou tedy v oblasti přenesené působnosti podfinancovány. Dle zjištění jsou největšími problémy samotná výše příspěvku, nastavení kritérii pro výpočet a také přebujelé množství agend, které obce musejí vykonávat v oblasti státní správy. Závěr práce se soustředí na navržení opatření, která směřují k narovnání systému financování obcí s rozšířenou působností a redukci distorzí dosavadního systému. Tato opatření jsou pak rozdělena do třech základních kategorií (finanční, parametrická, administrativní).

Abstract:

The thesis deals with the issue of municipalities with a focus on the financing of state administration. The thesis focuses on selected municipalities with extended competence in the Zlín Region, because municipalities with extended competence perform the widest amount of delegated competence among all other types of municipalities. The aim is to present the current model of state administration financing for municipalities in the Czech Republic, then to analyse the selected municipalities with extended competence in the Zlín Region, to identify the major shortcomings and to come up with measures to improve the current situation. For the analysis methods, data from the Ministry of the Interior of the Czech Republic or the Czech Statistical Office were mainly used, supplemented by bilateral interviews with relevant actors in the municipalities with extended competence. The analyses subsequently showed that the largest share of the state administration is financed through the state administration contribution. However, the contribution does not currently reflect the actual needs of the municipalities and municipalities are therefore underfunded in the area of delegated competences. According to the findings, the biggest problems are the amount of the contribution itself, the setting of the calculation criteria and the excessive number of agendas that municipalities have to perform in the field of state administration. In conclusion, the thesis focuses on proposing measures to straighten out the system of financing municipalities with extended powers and to reduce the distortions of the current system. These measures are then divided into three basic categories (financial, parametric, administrative).
