Tématem práce je vývoj státního dotačního programu Zelená úsporám. Cílem je podat komplexní nestranné hodnocení programu za celou dobu jeho dosavadní existence. V úvodní části autor vysvětluje principy fungování dotací a uvádí do širšího kontextu okolnosti emisního obchodování ve světě a podmínky vzniku a fungování programu.
