The role of human rights in the EU's enlargement policy in the case of candidate countries

Abstract:

Z Evropské unie se postupně v rámci integračního vývoje stal aktér, který zejména ve vnějších politikách klade velký důraz na dodržování lidských práv. V oblasti lidskoprávní politiky EU disponuje mnoha nástroji, které podtrhují její normativní roli. Jedním z těchto nástrojů jsou i Human Rights Guidelines, které vyjadřují prioritní lidskoprávní oblasti EU ve vnějších vztazích. Předkládaná diplomová práce se věnuje roli lidských práv v politice rozšiřování EU, konkrétně tomu, jaký význam přisuzuje EU ochraně lidských práv u kandidátských států. Práce používá metodu rámcové obsahové analýzy. Na základě Human Rights Guidelines jsou stanoveny jednotlivé rámce a indikátory přítomnosti, které jsou aplikovány na hodnotící zprávy vydávané Evropskou komisí pro jednotlivé kandidátské státy EU v ročním intervalu. Cílem práce je najít odpovědi na otázky, zdali EU v přijímacím procesu u kandidátských států rovnocenně zohledňuje lidskoprávní dimenzi, nebo EU mezi kandidátskými státy činí rozdíly a zdali se EU soustředí na své lidskoprávní priority vyjádřené v Human Rights Guidelines?

Abstract:

The European Union gradually became an actor, who especially in external policies puts great importance on human rights policy. Within EU human rights policy EU has many tools that highlight its normative role in this area. Human Rights Guidelines are one of these tools, they represent a priority areas of EU human rights policy in external policies. The diploma thesis focuses on the role of human rights in the EU’s enlargement policy, specially on the importance of level of protection of human rights in candidate countries. Diploma thesis uses the method of framing content analysis. Human Rights Guidelines represents frameworks and sets indikators. Units of the research are progress reports, which are published by European Commission for each candidate country on annual basis. The aim of this thesis is to find the answer to the question whether the EU enlargement proces takes into account dimension of human rights equally for each and every one candidate states, or whether the EU makes among candidate countries difference. And does the EU focus on its own human rights priorities epxressed in the Human Rights Guidelines?
