Racial Quotas in Diplomacy of Brazil

Abstract:

Tématem této práce je implementace rasových kvót v brazilské diplomacii. První teoretická část práce obecně představuje pojem veřejné diplomacie a fenomén afirmativní akce. Druhá část práce je kontextuální a zabývá se socioekonomickým profilem brazilské populace a veřejnou politikou Brazílie. Třetí a analytická část práce zkoumá implementaci rasových kvót na brazilské diplomatické akademii. Hlavním cílem práce je zjistit, zda je účelem rasových kvót posílit mezinárodní image Brazílie anebo zda se jednalo spíš o pragmatické rozhodnutí ve snaze otevřít v Africe prostor pro své ekonomické zájmy.

Abstract:

This bacherol thesis deals with implementation of racial quotas in diplomatic area in Brazil. The first theoretical part of the thesis is generally explaining the nature of public diplomacy and phenomenon of affirmative action. The second part of the thesis is focused on socio-economical profile of Brazilian population and public diplomacy. The third analytical part of the thesis is presenting reasons for implementation of quotas and final results. The main objective of the thesis is to verify whether racial quotas have been introduced at Instituto Rio Branco to highlight international image of Brazil as a racial democracy or whether it has been a pragmatic decision in order to strenghten its economic interests in Africa.
